Over the past period, thousands of emulation movements have ignited the spirit of creativity, aroused the desire to contribute, and contributed to making Hanoi rise strongly, worthy of being the heart of the whole country.

Compete to overcome difficulties, create and develop

Looking back at the 2020-2025 period, the Capital's patriotic emulation movements have developed extensively, with many good models and creative approaches, contributing significantly to the completion of socio -economic development targets, ensuring security, national defense, and building the Capital to be increasingly rich, beautiful, civilized, and modern.

Despite the turbulent period of the Covid-19 pandemic, the process of socio-economic recovery and organizational restructuring, the emulation movement at all levels, sectors and localities is still taking place vigorously, creating motivation to overcome difficulties, arousing the spirit of solidarity and innovation.

In the economic field, the city has led the synchronous implementation of development policies and guidelines; promoted economic restructuring on the basis of applying science and technology , innovation and achievements of the Fourth Industrial Revolution. The movements "Skill training - Compete for skilled workers", "Good at one job, know many things", "Productivity - Quality - Anti-waste", "Competition for good production and business" ... have brought about clear results.

In the 2021-2024 period, the average growth of the industrial sector will reach 5.48%; 104 enterprises with 156 products will be recognized as key industrial products. In 2023, Hanoi will rank first in the country in terms of the information technology industry index. In the 2023-2025 period, Hanoi will rank first in the country in terms of the local innovation index (PII) for three consecutive years.

Movements in the fields of finance, banking, services, and tourism also play an important role in economic recovery after the pandemic. The city promotes cashless payments, develops e-commerce, and modern transaction models in traditional markets and commercial streets.

Notably, the movement "Capital Innovation and Creativity" has become a bright spot. With the motto "The more difficult, the more we must compete", from 2021 to May 2025, the Department of Science and Technology has recognized 4,968 effective initiatives applied at the city level. Many models have been spread, replicated, and become the basis for consideration of rewards and learning nationwide.

Spreading the emulation movement for the community

In the recent period, Hanoi city has also actively responded to the movement "The whole country joins hands to build new rural areas". By June 30, 2025, the whole city had 382/382 communes, 18/18 districts and towns meeting new rural standards; recognized by the Prime Minister for completing the task of building new rural areas in 2024, finishing one year ahead of schedule.

The movement “The whole country joins hands for the poor - leaving no one behind” has been effectively implemented. By the end of 2024, the city will have no more poor households, the number of near-poor households will have decreased to 9,928 households (accounting for 0.43% of the total number of households), exceeding the assigned target by 182%. People's lives, especially in rural and mountainous areas, have significantly improved.

In parallel, many other movements have also brought about practical results: "Food safety", "Administrative reform", "Financial autonomy of public service units", "Implementation of the Capital Law"... The movements are all associated with political tasks, implemented methodically, substantially, avoiding formalities.

Chairman of Dong Anh Commune People's Committee Nguyen Van Thieng affirmed: "The patriotic emulation movement is the driving force to arouse the will and strength of national unity, contributing to the rapid and sustainable development of the locality. The more difficult it is, the more we must compete, innovate content and methods, and link emulation with the responsibility of the leader."

During the 2020-2025 period, the city's commendation work is always closely linked to the results of emulation movements and political tasks. Hanoi has given special and extraordinary commendations to 20,283 collectives and individuals with outstanding achievements; 1,933 collectives and individuals were commended by the President and the Prime Minister; the City People's Committee awarded 50,101 collectives and individuals in patriotic emulation movements.

In particular, the activities of “Writing contest on typical advanced examples, good people, good deeds”, the publication “Beautiful Flowers”, and the title “10 Outstanding Capital Citizens” are maintained annually, creating positive social effects. The direction of rewards to small groups and direct workers has helped the movement spread widely, promptly motivating outstanding individuals and groups.

Entering the 2025-2030 period, Hanoi will enter a new development period with high demands for innovation, creativity and integration. The city has determined that emulation and reward work will continue to innovate in content and form, focusing on the grassroots, closely linked to political, economic and social goals, and building a strong political system.

Accordingly, Hanoi will launch movements associated with specialized agencies, focusing on fostering and replicating advanced models, honoring businesses and households with good economic performance, so that the patriotic emulation movement continues to be a driving force to spread the spirit of dedication and creativity throughout society.

Suggesting many new models and good practices

Implementing the city's patriotic emulation movements for the period 2020-2025, the Party Committee, government, Fatherland Front and socio-political organizations of Hai Ba Trung district in the past, as well as Vinh Tuy ward, always focused on linking the patriotic emulation movement with the implementation of political tasks; concretizing the emulation content into practical targets, associated with the practical requirements of the ward.

The ward has promoted the values and benefits of the iHanoi application, helping local people and businesses understand, agree and respond to the installation and use as a method of online interaction in the digital environment between citizens, businesses and authorities at all levels. Up to now, 100% of cadres, civil servants, public employees and workers at the ward People's Committee have registered accounts and used the iHanoi application.

Another outstanding emulation movement of the ward is “Promoting administrative reform”. Through this movement, many new models, good practices, solutions and administrative reform initiatives have been deployed and replicated throughout the area.

From the results achieved in the past time, Tuong Mai ward has set many goals for the period 2025-2030. In the immediate future, the ward strives to achieve the general goal in 2026: Achieving the highest results in the assigned socio-economic development plan targets; speeding up progress, ensuring quality, and soon completing important infrastructure works and projects of the city and ward; focusing on building a high-quality human resource team, strongly promoting science and technology, innovation, digital transformation, developing green economy, digital economy, circular economy associated with ensuring security and social safety.

Along with that, the ward will further promote the reduction of administrative procedures, improve the investment and business environment; develop culture and society in harmony with economic development, ensure social welfare and security, and improve people's lives.

In particular, the ward focuses on improving information and propaganda work with the spirit of "using positive to push back negative", improving the effectiveness of mass mobilization work, replicating and spreading advanced models, good people and good deeds.
