Join hands to build Hanoi city more civilized and modern

In recent times, the Hanoi Industrial and Export Processing Zones Management Board (Management Board) has rapidly developed industrial zones, promoted investment attraction, made significant contributions to the state budget, and basically completed key targets and tasks according to plan...

At the same time, always direct enterprises and trade unions at all levels to take care of all aspects of workers' lives, thereby motivating workers and laborers to feel secure in production and have a long-term commitment to the enterprise.

2024 is the decisive year for the successful implementation of the Resolution of the Party Congresses at all levels; reviewing and promoting the implementation of the tasks set out at the beginning of the Party Committee's term for the 2020-2025 term; the Management Board of Hanoi Industrial and Export Processing Zones and enterprises in the Industrial Parks continue to promote the spirit of solidarity, overcome limitations and shortcomings to perform well the assigned functions and tasks, and strive to perform well the assigned tasks and plans. In particular, it is necessary to focus on effectively implementing seven key tasks.

Firstly , continue to review and improve the state management in industrial zones by promoting administrative reform and handling administrative procedures, improving the investment and business environment. Closely coordinate with departments, branches and localities to create the most favorable conditions for production and business activities of enterprises in industrial zones. Organize and well handle administrative procedures according to the decentralization and authorization of the City People's Committee.

Second , synchronously deploy solutions to develop industrial parks according to the content of the Project to establish 2 to 5 new industrial parks in the city in the period of 2021-2025 approved by the City People's Committee, ensuring progress and efficiency. Continue to advise the City People's Committee and the Ministry of Planning and Investment to submit to competent authorities for approval of the policy and establishment of 2-3 industrial parks and advise on implementation according to regulations.

Third, closely coordinate with the Institute of Socio-Economic Research and the Hanoi Institute of Construction Planning to continue reviewing, updating, and proposing plans for the development of the industrial park system integrated into the capital's planning for the 2031-2030 period, with a vision to 2050, and the general planning for the capital's construction to 2045, with a vision to 2065.

Fourth , strengthen the grasp of the situation of enterprises in industrial zones; proactively coordinate with departments, branches and sectors to advise the City Party Committee, People's Council and People's Committee to issue policies and strategies to remove difficulties, support workers, promptly resolve complicated problems, and create conditions for enterprises in industrial zones to develop comprehensively.

Fifth , advise and urge the good implementation of Plan 276/KH-UBND dated November 22, 2023 on the implementation of industrial park renovation in Hanoi city. Renovate, upgrade, complete and develop industrial parks to ensure synchronization of technical infrastructure and social infrastructure to meet the needs of investors, businesses and workers to create sustainable development, connecting businesses with industrial parks, connecting workers with businesses.

Sixth, continue to develop, complete and submit to competent authorities for approval a set of criteria for selecting investors to operate industrial park infrastructure, attract secondary projects and investment projects to build industrial park infrastructure. Strive to attract over 500 million USD in investment to Hanoi's industrial parks by 2024.

Seventh , promote digital transformation in industrial park enterprise management through the use of enterprise management software, digitizing document catalogs, gradually building and standardizing management information systems, data on production and business, import and export, budget payments, number of employees... to serve management work.

Continue to focus on performing well the state management function for industrial parks, always paying close attention to and accompanying businesses, meeting the requirements of building and developing the Capital to be more and more civilized, modern and sustainable.
