Maximize the collection of opinions to develop the draft Decision of the Prime Minister on the organization and management of international conferences and seminars in Vietnam.

On the morning of October 3, the Ministry of Foreign Affairs held a meeting of the Drafting Group to develop a draft Decision to replace Decision No. 06/2020/QD-TTg dated February 21, 2020 of the Prime Minister on organization and management of international conferences and seminars in Vietnam.

Deputy Minister of Foreign Affairs , Head of the Drafting Team Ngo Le Van chaired the meeting.

The meeting was chaired by Deputy Foreign Minister Ngo Le Van, Head of the Drafting Team, with the participation of members representing the Ministry of Public Security, Ministry of National Defense, Ministry of Justice, Ministry of Home Affairs, Ministry of Finance, Ministry of Science and Technology, Ministry of Ethnic Minorities and Religions, Government Office and Office of the Hanoi People's Committee.

In Resolution No. 25/NQ-CP dated June 20, 2024 of the Government promulgating the Government's Action Program to implement Directive No. 24-CT/TW dated July 13, 2023 of the Politburo on ensuring national security in the context of comprehensive and extensive international integration and Official Dispatch No. 618/VPCP-KSTT dated January 23, 2025 of the Government Office, the Ministry of Foreign Affairs was assigned to preside over and coordinate with relevant agencies and localities to review and study the overall amendment of Decision 06/2020/QD-TTg.

To carry out the assigned tasks, the Ministry of Foreign Affairs has summarized 5 years of implementing Decision 06/2020/QD-TTg in the form of a written report and has compiled summary reports of 20/23 ministries, branches, 58/63 localities before the province merger; comments from a number of people's organizations that organized many international conferences and seminars; studied the practice of managing international conferences and seminars of many countries around the world; and at the same time, absorbed the results of reviewing difficulties and problems due to legal regulations related to Decision 06/2020/QD-TTg in Report No. 76-BC/DU dated August 2, 2025 of the Party Committee of the Ministry of Justice.

At the meeting, members exchanged, discussed in detail and contributed many opinions on the contents and regulations of the draft.

The Draft Decision replacing Decision No. 06/2020/QD-TTg was developed to resolve difficulties and shortcomings in current regulations, more clearly define the concept of international conferences and seminars, foreign elements, scope of regulation, applicable subjects, responsibilities of relevant agencies to participate in giving opinions, strengthen decentralization, decentralization, promote reduction and simplification of administrative procedures according to the approved plan in Decisions No. 1015/QD-TTg dated August 30, 2022 and No. 2109/QD-TTg dated September 21, 2025 of the Prime Minister to both ensure effective management and facilitate agencies and organizations in taking advantage of external experience and resources for national development.

At the meeting, members exchanged, discussed in detail and contributed many opinions on the contents and regulations of the draft to better resolve the shortcomings in practical implementation, improve the effectiveness of state management and facilitate development. The standing body also received written comments from the Department of Culture and Sports of Ho Chi Minh City.

Taking note of the comments from the delegates, Deputy Minister Ngo Le Van, Head of the Drafting Team, requested the Drafting Team's standing body to focus on researching and absorbing the maximum opinions of the members to develop a draft Decision of the Prime Minister to replace Decision 06/2020/QD-TTg, promptly complete the dossier, organize to collect opinions from relevant ministries, agencies, localities and affected subjects in accordance with the order and procedures prescribed in the Law on Promulgation of Legal Documents 2025.
