In the period of 2022-2024, Vinh Long province has allocated a total capital of 95,123 million VND from the National Target Program 1719, in 2014 alone, the total allocated capital was 24,427 million VND; of which, the central budget capital was 22,988 million VND and the provincial budget capital was 1,439 million VND. The whole province has implemented and disbursed 3,070 million VND, reaching over 12.57% of the plan.
From this source of capital, Vinh Long province has synchronously implemented the contents of components, sub-projects and projects. Typically, Project 4 - Sub-project 01, communes and hamlets with special difficulties are given priority for investment in essential infrastructure.
Accordingly, in 2022, the province completed 8 projects, including 5 rural roads and 3 irrigation projects (dredging), with a total cost of 9,147 million VND. Of which, the central budget contributed 7,593 million VND (including 7,192 million VND in investment capital and 401 million VND in public service capital), and the local budget contributed 759 million VND. In 2023, the province will continue to invest in 15 projects, including 10 rural interwoven roads, 1 streetlight project and 4 irrigation projects (dredging), with a total cost of 18,417 million VND. The central budget accounts for 14,497 million VND (including 13,417 million VND of investment capital and 1,080 million VND of public service capital), the local budget contributes 3,920 million VND. The province has renovated, upgraded, and invested in equipment for two schools: Nguyen Van Troi Primary School (Dong Thanh Commune, Binh Minh Town) and Ethnic Boarding School (Tam Binh District), with a total budget of 500 million VND. As one of three particularly difficult communes in Vinh Long province, with more than 43% of the population being Khmer ethnic people, Tan My has made positive changes thanks to support from the National Target Program 1719. The rate of poor ethnic minority households in the commune has decreased to 10.5%.
The family of Ms. Thach Thi Huong in Tra Mon hamlet is a typical example. Before, when they got married, she and her husband only had a small piece of land to build a temporary house. By utilizing all resources, especially the companionship of benefactors and philanthropists, the commune has built 800 new houses from 2014 to present, contributing to the completion of housing criteria in new rural construction.
