A new turning point to realize the aspiration for rapid and sustainable development

On the morning of October 3, the 1st Congress of Vinh Long Provincial Party Committee, term 2025-2030 officially opened.

At the Congress, Mr. Lu Quang Ngoi, Chairman of Vinh Long Provincial People's Committee, briefly presented the Political Report of the Provincial Party Executive Committee, term 2020-2025, to the 1st Provincial Party Congress, term 2025-2030.

According to Mr. Lu Quang Ngoi, in recent years, besides opportunities and advantages, the world , domestic and provincial situations also have difficulties and challenges.

After the merger of the three provinces of Ben Tre, Tra Vinh and Vinh Long, there are certain difficulties; high requirements for management capacity and professional qualifications, especially in the context of strong application of information technology and digital transformation as today.

He said that in the next 5 years, there is still a shortage of high-quality human resources, especially in the processing and manufacturing sectors; socio-economic infrastructure, especially transportation, science and technology, is still inadequate.

"The implementation of the two-level local government model and the improvement of the political system's organizational structure pose increasingly higher requirements for operational efficiency; at the same time, this is also a new turning point for Vinh Long province to realize the aspiration for rapid and sustainable development in the new era, the era of national growth," emphasized the Chairman of Vinh Long Provincial People's Committee.

According to Mr. Lu Quang Ngoi, the province's development perspective in the 2025-2030 term is to continue to adhere to the Party's innovation policy, the goal of national independence and socialism, and the principles of Party building; promote cultural and human strength as endogenous resources and driving forces for development; make strong breakthroughs in science and technology, innovation and digital transformation; and at the same time promote the strength of the great national unity bloc. 31 targets, 6 key tasks, 3 strategic breakthroughs and 12 specific solutions

To build Vinh Long province into a fast-growing and sustainable locality, a center of marine economy, a center of renewable energy production, with a synchronous and modern infrastructure system, smoothly connected with localities and connecting points in the Mekong Delta region.

In the new term, the province will focus on implementing six key tasks, including promoting the building and rectification of the Party and a clean, strong, and comprehensive political system; effectively implementing the Party's guidelines and resolutions and the State's policies and laws.

Adjust and supplement the planning of Ben Tre, Tra Vinh, and Vinh Long provinces into the new Vinh Long Provincial Planning for the period 2021-2030, with a vision to 2050, in sync with the urban and rural planning and the Land Use Planning of Vinh Long province for the period 2021-2030, with a vision to 2050.

In particular, Vinh Long will plan, manage and effectively use resources, land, resources, protect the environment, proactively adapt to climate change; focus on developing renewable energy, new energy (wind power, solar energy, green hydrogen, etc.) to create momentum to exploit the potential of the marine economy so that Vinh Long becomes one of the key provinces in developing the marine economy, clean energy and tourism.

In addition, the province will promote innovation of the growth model, restructuring of industry, agriculture and services towards focusing on developing fields and products with potential, unique advantages, containing technology, competitiveness and added value; training to improve the quality of human resources, especially in priority and emerging fields and sectors, meeting the requirements of innovation and international integration.

The final task is to build a strong national defense and people's security posture, firmly protect maritime border sovereignty; maintain political stability and social order and safety.

Also according to the Chairman of the People's Committee of Vinh Long province, the three strategic breakthroughs proposed by the province in the new term are breakthroughs in the application of science, technology, innovation, private economic development and startups as driving forces for development; breakthroughs in investment in developing synchronous and modern socio-economic infrastructure, in which priority is given to building a strategic transport system and breakthroughs in improving the quality of human resources, especially human resources serving key and emerging socio-economic sectors.
