General Secretary and President To Lam's working trip: Clearly portrays the image of a peaceful, stable, friendly and innovative Vietnam

On the evening of September 28, the plane carrying General Secretary and President To Lam, his wife and the high-ranking delegation of our country arrived in Hanoi , successfully concluding the working trip from September 21 to 27 to attend the Future Summit, the 79th United Nations General Assembly, work in the United States and pay a State visit to Cuba at the invitation of the First Secretary of the Central Committee of the Communist Party of Cuba, President of the Republic of Cuba Miguel Díaz Canel Bermúdez and his wife. The working trip continues to affirm Vietnam's foreign policy of independence, self-reliance, multilateralization and diversification, while contributing to creating a solid foundation for ministries and local branches between Vietnam and the United States to promote strategic, breakthrough, substantive and mutually beneficial cooperation areas; In particular, the State visit to Cuba is the inheritance and promotion of the rare traditional solidarity and loyal friendship between Vietnam and Cuba between brothers half a world apart.

The working trip of the Head of the Party and State of Vietnam takes place one year after Vietnam and the United States officially upgraded their relationship to a Comprehensive Strategic Partnership and the two countries are preparing to celebrate the 30th anniversary of establishing diplomatic relations. It is also the first multilateral foreign trip of General Secretary and President To Lam to directly attend the United Nations General Assembly.

In the context of the world undergoing epochal changes, the Future Summit and the United Nations General Assembly attracted the attention and participation of a large number of member countries with more than 155 heads of state and government. As an invited speaker at the high-level general discussion of the 79th United Nations General Assembly, General Secretary and President To Lam emphasized that peace and stability are the foundation for building a prosperous future and that countries, especially major countries, need to comply with international law and the United Nations Charter, act responsibly, comply with commitments, contribute to common work, strengthen solidarity, sincerity, trust, promote dialogue, and eliminate confrontation. General Secretary and President To Lam called for the early establishment of smart global governance frameworks, emphasizing the need for a long-term vision on science and technology, especially emerging technologies such as artificial intelligence, to promote progressive development while proactively preventing and repelling threats to peace, sustainable development and humanity.

General Secretary and President To Lam shared: “Our President Ho Chi Minh, the national liberation hero and outstanding cultural figure of Vietnam, once emphasized that unity, great unity, great unity, success, great success, only when we unite, cooperate, trust, join hands and unite, can we successfully build a world of peace, sustainable development and human dignity for present and future generations, leaving no one behind. Through the speeches of the General Secretary and President, a strong message was conveyed that Vietnam is always proactive and actively participates in the common work of the United Nations for international peace and security, affirming that Vietnam is committed to actively and effectively contributing to the common efforts to build a peaceful world, develop equally, for a prosperous and happy life for humanity.

Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son said: “Vietnam has continued to demonstrate and portray an image of a peaceful, stable, friendly, dynamic, innovative, trustworthy and responsible Vietnam to the international community; a country on the path of strong socio-economic development, wishing to contribute more to common tasks for peace, cooperation and development globally. All of these continue to help affirm the growing role, position and prestige of Vietnam – a country entering an era of rising in the international arena.”

Notably, within the framework of his working trip to the United States, General Secretary and President To Lam had a cordial meeting with US President Joe Biden to continue maintaining the stable and effective development momentum of the new relationship framework and towards the 30th anniversary of the establishment of Vietnam-US diplomatic relations in 2025. The two leaders agreed that the two sides need to continue to closely coordinate to effectively implement the Vietnam-US Joint Statement in 2023, including increasing contacts and exchanges at all levels, especially at the high level, focusing on promoting economic-trade-investment cooperation, high technology, semiconductor cooperation, further promoting the potential for cooperation in the field of training high-quality human resources, considering this to continue to be the focus and a breakthrough in the Vietnam-US Comprehensive Strategic Partnership.

In his speech at the event celebrating the first anniversary of upgrading the relationship to a Comprehensive Strategic Partnership, towards the 30th anniversary of the establishment of Vietnam-US diplomatic relations, General Secretary and President To Lam affirmed: “Continue to strengthen political trust through contacts and delegation exchanges at all channels and levels, especially at the high level; promote economic - trade - investment cooperation, the key and driving force of the bilateral relationship, creating a favorable environment for the activities of businesses on both sides; bring science - technology cooperation, a breakthrough field of the Comprehensive Strategic Partnership, to a new level, in which priority is given to finding breakthroughs in new fields such as semiconductors, artificial intelligence, green transformation; along with that is training high-quality human resources; maintain an appropriate pace and effectively implement existing agreements on defense - security cooperation, in which continuing to consider overcoming the consequences of war as a high priority, focusing on detoxification dioxin, mine clearance at hot spots, support for people with disabilities, search, collection and identification of the remains of Vietnamese martyrs. Vietnam will continue to fully cooperate with the United States in searching for the remains of US soldiers missing in action during the war.”

President Joe Biden affirmed that the United States supports a “strong, independent, self-reliant, and prosperous” Vietnam and will continue to promote the partnership between the two countries on the basis of respect for each other’s independence, sovereignty, territorial integrity, and political institutions, so that the US-Vietnam relationship continues to be a model for healing and cooperation to build the future.

During his busy schedule in the United States, with nearly 50 bilateral and multilateral activities, General Secretary and President To Lam also had meetings with leaders of countries and international organizations, met and shared with experts and scholars about major orientations in Vietnam's socio-economic development, and met with a number of leading US technology enterprises and investment funds. At the meetings, the partners all expressed their appreciation for Vietnam's growing position, role and voice in the international arena, and agreed to promote comprehensive cooperation in traditional areas of cooperation as well as expanding to new areas of cooperation such as innovation, green technology, and digital technology.

Minister of Planning and Investment Nguyen Chi Dung added: “We can summarize several highlights: first, promoting bilateral economic, trade and investment relations. Second, affirming a message from the leader of our Party and State on stabilizing and creating a favorable investment environment for businesses in general and US businesses in particular. And third, affirming the role, position and prestige of Vietnam in the current world economy.”

Concluding his busy working days in the United States, General Secretary and President To Lam led a high-ranking delegation of our country to pay a beautiful State visit to Cuba with warm feelings right from the first minutes when the plane carrying General Secretary and President To Lam landed at Hose Masti Habana International Airport. For Cuba, the presence of Comrade To Lam in his capacity as General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam has great significance, clearly demonstrating that Vietnam is always ready and stands side by side with the brotherly island nation of Cuba.

Comrade Miguel Diaz Canel Bermudez, First Secretary and President of Cuba, affirmed that the visit is a great source of spiritual encouragement for Cuba, showing that the Party, State, Government, army and people of Vietnam especially attach importance to the bilateral relationship: "Comrade To Lam's State visit is a great honor for our country, Cuba, continuing to demonstrate the friendship and close brotherhood that has been tested by time. The two sides have the opportunity to continue sharing about the process of building socialism in each country, which is also an opportunity for the two countries to renew and further improve the relationship between Cuba and Vietnam."

In the capital city of Havana, General Secretary and President To Lam had high-level talks, meetings and contacts with leaders of the Party, State and National Assembly of the Cuban People's Government; as well as participated in a number of solidarity exchange activities with close Cuban friends; visited the Mariel Development Zone, Cuba's first free trade export processing zone; laid wreaths at the Ho Chi Minh Monument and the memorial to Cuban national hero José Martí; visited and talked with the Embassy, ​​community representatives and Vietnamese students in Cuba. At the talks and meetings, the leaders of the two countries reaffirmed the special friendship, cooperation and traditional solidarity between Vietnam and Cuba as a symbol of the times and a priceless asset of the two Parties and Peoples; determined to continue inheriting and promoting the everlasting legacy of President Ho Chi Minh and the historic leader of the Cuban Revolution, Fidel Castro, the pioneers in preserving and promoting the good, special, traditional friendship and cooperation that unites the two peoples of Vietnam and Cuba.

General Secretary and President To Lam emphasized: “I and Comrade First Secretary and President Mi Jenh went overboard, so the Cuban leaders had in-depth discussions affirming the determination to work together to develop and cooperate, bringing the traditional solidarity, especially the comprehensive friendship and cooperation between the two sides to a new stage of substantial, effective and sustainable development, in which we agreed that one of the major directions in the coming time is to further strengthen. The solidarity between the two peoples constantly consolidates the social foundation in the exemplary relationship of the times.”

In particular, during his State visit to Cuba, General Secretary and President To Lam also paid a courtesy visit to Revolutionary Leader Raúl Castro, who always had a special affection for Vietnam. In a warm, sincere atmosphere imbued with comradely and brotherly affection, General Raúl Castro recalled his memories and deep impressions during his visits to Vietnam and to Vietnamese leaders of all generations; expressed his admiration for the heroic, resilient and indomitable Vietnamese people in the struggle to protect national independence and unify the country, and believed that with that spirit and the correct guidelines, the Party, State and people of Vietnam will continue to gain new achievements on the path of building socialism.

An activity of brotherly friendship in Cuba is that General Secretary and President To Lam took the time to meet and exchange with the people's friendship representatives and the young generation of Cuba, as well as many generations of Cuban friends who are close to Vietnam. Sharing here, President of the Cuba-Vietnam Friendship Association Yolanda Ferrer Gomez said: "We have and will always strive to introduce the traditional culture and achievements of the diligence, perseverance, ingenuity and intelligence of the country and the people of our brotherly Vietnam, who have made Vietnam flourish and develop more beautifully as President Ho Chi Minh wished. On this occasion, through comrade To Lam, I would like to thank the Vietnam-Cuba Friendship Association for its tireless work throughout our country. First Secretary of the Central Committee of the Communist Youth Union of Cuba Meyvis Esteves Echevarria shared: “We would like to affirm our firm commitment to do our utmost to deepen the beautiful heritage that binds our two peoples and to ensure that our friendship will continue to be unconditionally faithful. No matter how much time passes, Uncle Ho's thoughts on the relationship between the two countries will last forever; the sunlight and the revolutionary flag will never be extinguished, the unbreakable friendship between Cuba and Vietnam will last forever.”

At the meeting, the General Secretary and President once again reaffirmed that Vietnam has always considered “Solidarity and support for Cuba as the conscience and responsibility of communists and all Vietnamese people”. That is both the testament of President Ho Chi Minh and the slogan in the hearts of each generation of Vietnamese leaders and people. The friendly meeting with representatives of friends, Cuban people and the young generation of the two countries once again showed the noble revolutionary ideals, the understanding and sharing between the two peoples, and the deep affection that has been cultivated over nearly 65 years of ups and downs of history.

Recognizing the contributions of General Secretary and President To Lam to the development of solidarity, friendship and loyalty between the Parties, States and people of the two countries, on behalf of the leaders of the Cuban Party and State, First Secretary and President of Cuba Miguel Díaz-Canel Bermúdez respectfully presented the José Martí Medal, the highest award of the Cuban Party and State, to General Secretary and President To Lam. Evaluating the results of the visit, as well as the orientation to strengthen the special relationship between Vietnam and Cuba in the coming time.

Head of the Central Foreign Affairs Commission Le Hoai Trung said: “The leaders of the two Parties and the two countries agreed that this was a historic and very successful visit. The two Parties and the two countries affirmed their importance to the Vietnam-Cuba relationship and strengthened political trust. From there, they agreed on the direction to promote comprehensive cooperation, especially deeper; in particular, this time the two sides also agreed on new methods to improve the effectiveness of cooperation, especially in the field of central significance, which is economic cooperation.”

This working trip to the United States and Cuba by General Secretary and President To Lam once again reaffirmed at the highest level Vietnam's foreign policy of independence, self-reliance, multilateralization and diversification of relations, clearly demonstrating the image of Vietnam as an active, responsible member with the capacity to shoulder the common tasks of the international community. In particular, it emphasized and conveyed the message that Vietnam and Cuba will continue to preserve and write new pages, making the solidarity, friendship and brotherly cooperation between the two countries increasingly deeper and stronger, and contributing more positively to the cause of national construction and defense in each country, to peace, stability and development in each region and in the world.
