General Secretary To Lam , Secretary of the Central Military Commission, attended and delivered a speech directing the Congress.

Promoting the role of building national defense and protecting the Fatherland

In his speech directing the Congress, General Secretary To Lam emphasized that the 12th Party Congress of the Army, term 2025 - 2030, is a particularly important milestone in the cause of building the Army, consolidating national defense, and protecting the Fatherland.

The General Secretary stated that over the past 5 years, under the leadership and direction of the Party Central Committee, the Politburo, the Secretariat, directly the Central Military Commission and Party committees at all levels, the entire army has strived to successfully implement the Resolution of the 11th Party Congress of the Army. The Central Military Commission and the Ministry of National Defense have performed well the function of strategic military and defense advice; at the same time, led and directed the entire army to promote its core role in building a national defense for all people and protecting the Fatherland. The Central Military Commission has advised on the promulgation of many resolutions, conclusions, regulations, and strategic military and defense projects, especially presiding over the research, development, and proposal to the 13th Central Executive Committee to promulgate Resolution No. 44 on the Strategy for Protecting the Fatherland in the new situation, with very profound additions and developments in theoretical thinking; advise on promulgating, amending and supplementing laws on the military and defense fields in accordance with the new context and new conditions.

The Central Military Commission has focused on leading the building of a politically strong Army, as a basis for improving the overall quality and combat strength of the entire army, directing the implementation of many practical and appropriate solutions to meet the requirements and developments of the situation, in which the solutions to build political and spiritual factors in the entire army stand out, making officers and soldiers always absolutely loyal to the Fatherland, the Party, the State and the People, ready to receive and excellently complete all tasks in any circumstances.

The Central Military Commission has led the entire army to basically complete the adjustment of the organization of the force to be lean, compact, and strong, creating a solid foundation for building a revolutionary, disciplined, elite, and modern People's Army. It can be affirmed that in the past term, the Central Military Commission has been resolute in leading and directing the adjustment of the organization of the Army with a scientific and methodical roadmap and steps. The Army has become a bright spot in implementing the Party and State's policy on streamlining the organization and apparatus.

The Central Military Commission and Party committees at all levels have led the entire army to perform well the functions of a combat army, a working army, and a production labor army. The defense industry has made breakthrough developments, international integration, and defense diplomacy has left many new marks. The Army Party Committee has been built to be clean and strong in terms of politics, ideology, ethics, organization, and cadres, and is one of the exemplary Party Committees in the entire Party.

The achievements in the leadership and direction of the Party Committee of the Army in the past term were enormous, contributing significantly to the achievements and results of implementing the Resolution of the 13th National Party Congress.

The General Secretary emphasized that, in addition to the outstanding advantages, with the spirit of looking straight at the truth, stating the truth, and respecting the truth, the Congress continues to discuss and analyze to clarify the limitations and shortcomings, point out the causes and responsibilities, and propose solutions to overcome them completely, not allowing limitations and weaknesses to last, accumulate from small to large, from less serious to serious.

The General Secretary stated that in order to successfully implement the country's two 100-year goals, successfully implement the Resolution of the 14th National Party Congress, the country has a peaceful and stable environment, rapid and sustainable socio-economic development and for people's lives to be truly free - prosperous - happy, the Army must be the main force to carry out the above tasks. That situation places new and higher requirements on military and defense tasks, requiring strategic decisions to adapt to the new situation.

Implement well "2 steadfastness, 2 promotion and 2 prevention"

To successfully carry out the directions, goals, military and defense tasks and build the Army Party Committee for the 2025-2030 term, the General Secretary proposed to well implement "2 steadfastness, 2 promotion and 2 prevention".

The General Secretary pointed out that it is necessary to firmly uphold the Party's military and defense guidelines. This requires the Party Committee of the Army and the entire army to thoroughly grasp and effectively implement the Party and State's viewpoints, guidelines, policies and strategies on military and defense; especially the all-people defense guidelines, people's war, and the "four no's" defense policy with the nature of peace and self-defense; effectively implement the motto of relying on the people, the people being the root, the subject, and the center of the cause of building and defending the Fatherland. At the same time, it is necessary to promote the core role of the People's Army in the cause of consolidating national defense and defending the Fatherland, together with the people and the entire political system, to build a strong, modern all-people defense with enough potential and strength to firmly defend our beloved Fatherland.

Resolutely build a politically strong Army, contributing to maintaining and strengthening the Party's absolute and direct leadership in all aspects of the Army. This is an immutable and unchangeable principle in building a new, revolutionary army, born from the people, fighting for the people, closely attached to the people. In particular, the Central Military Commission, the Ministry of National Defense and Party committees and commanders at all levels in the entire army need to pay special attention to building political and spiritual factors for the troops, ensuring that the Army always adheres to Marxism-Leninism, Ho Chi Minh Thought, the Party's viewpoints and guidelines, adheres to the goal of national independence and socialism, is always a political force, a fighting force absolutely loyal and trustworthy to the Party, the State and the People; ensuring that cadres and soldiers always have a high fighting spirit, dare to face and overcome difficulties and challenges, dare to fight, are determined to fight and know how to fight and win.

The General Secretary requested to step up the building of a revolutionary, regular, elite, and modern People's Army. In particular, the "revolutionary, regular, elite" elements have been constantly built and developed over more than 80 years of building, fighting, winning, and maturing of the Army; however, they need to continue to be promoted and further developed in the new period. Especially in the current period, it is necessary to attach importance to promoting the cultural value of "Uncle Ho's Army"; strengthen education, training, and practice of soldiers so that officers and soldiers are not only politically steadfast and elite in combat, but also elite in civil defense, responding quickly and effectively to non-traditional security challenges.

The “modern” element has made a breakthrough in the last term. Up to now, the foundation has been solid, the conditions have converged, it is necessary to promote modern construction right now, right in this term. Modernity must be compared with other countries in the world and the region, not just compared with ourselves in previous years. To realize the goal of modernity, along with promoting the building of modern people in the Army as a prerequisite, the fundamental and sustainable solution is to promote breakthroughs in the development of an autonomous, self-reliant, self-reliant, dual-use, modern defense industry; at the same time, promote breakthroughs in the development of science, technology, innovation and digital transformation in the spirit of Resolution No. 57 of the Politburo.

The General Secretary emphasized the need to promote international integration and defense diplomacy. The focus is to thoroughly grasp and effectively implement Conclusion No. 53 of the Politburo on international integration and defense diplomacy until 2030 and the following years, Resolution No. 59 of the Politburo on international integration in the new situation; promote defense cooperation on both bilateral and multilateral levels; handle harmoniously and flexibly defense relations and cooperation with other countries, especially in the context of fierce competition among major countries, increasing attraction and gathering of forces. The goal is to maintain a strategic balance in foreign relations in general, and in defense diplomacy in particular, contributing to creating and maintaining a peaceful and stable environment, protecting the Fatherland early and from afar. At the same time, continue to effectively participate in United Nations peacekeeping activities, search and rescue, and disaster relief, contributing to bringing the image and cultural values of "Uncle Ho's Soldiers" to the international level.

The General Secretary noted that preventing the risks of war and conflict is an important, consistent and urgent requirement in the current period; requiring the Central Military Commission, the Ministry of National Defense and the entire army to regularly grasp, study and clearly assess the development trends of the situation, promptly advise the Party and State on strategic policies to successfully handle military and defense situations; policies to keep "warm inside, peaceful outside", "peaceful inside, calm outside", associated with building a strong People's Army and national defense to maintain peace, prevent all plots to violate the independence, sovereignty, unity and territorial integrity of the Fatherland, and repel all risks of war and conflict.

Prevent all manifestations of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation" in the Party Committee of the Army and the entire army. The Party and the State have great confidence in, and at the same time set very high requirements for, the Party Committee of the Army and the entire army in implementing this content, which is to prevent degradation right from the seed, right at its manifestation state, absolutely not allowing it to blossom, develop into degradation and even higher, "self-evolution", "self-transformation".

The General Secretary advised: “The Party Committee of the Army must pay special attention to Party building, linking the building of a clean, strong, exemplary Party Committee with the building of a comprehensively strong, “exemplary, exemplary” agency and unit. Regularly uphold the Party's organizational and operational principles, especially the principles of democratic centralism, self-criticism and criticism; strengthen inspection and supervision work; constantly improve the leadership capacity and fighting strength of Party committees and organizations at all levels. Focus on building a strong, dedicated, visionary, and highly prestigious army cadre team before the unit and the people, well meeting the requirements of tasks in the new situation.”

The General Secretary affirmed that the Party, State and People always trust and have great expectations for the Vietnam People's Army; he hopes that the Party Committee of the Army and the entire army need to "converge solidarity, converge will, converge talent, converge strength". Accordingly, the entire army must have high solidarity internally and unite the army and people to create strength. The entire army has one will; the army and the people have one will to act resolutely and in the right direction. The entire army must strengthen the attraction, training and use of talents to effectively serve the cause of building the Army and consolidating national defense. These are also important factors for the entire army to successfully perform the functions of a fighting army, a working army, a production labor army, and excellently complete tasks in all situations.

The General Secretary requested that, immediately after this Congress, the contents of the Congress's resolutions must be quickly implemented, and the Resolution must be put into practice immediately; there must be no delay or gap between the Resolution at the Congress and its implementation in practice.

Promoting the heroic and glorious tradition of more than 80 years of building, fighting, winning and growing, along with the great achievements that the Party Committee of the Army and the entire army have achieved in recent years; under the absolute and direct leadership in all aspects of the Party, the centralized and unified management and administration of the State, the General Secretary believes that the Vietnam People's Army will continuously grow stronger, have high overall quality and combat strength, act as the core with the entire people to firmly protect the socialist Fatherland of Vietnam, maintain and consolidate a peaceful and stable environment to build and develop a strong, prosperous, civilized and happy country, and steadily advance towards socialism.
