When the water rises, human love also rises
At around 1:00 p.m. on September 29, 2025, while the rain and wind were raging and communication was interrupted due to power and phone signal outages, Trung Ha Commune Police received an urgent report from the family of Mr. Ha Van Thuc, residing in Pieng Pho village. According to Mr. Thuc, his son and daughter-in-law, Mr. Ha Van Thuyet (born in 1993) and Ms. Ha Thi Mai (born in 1992), were isolated on the top of a longan tree, in a hut in Phun village. The flood rose so quickly that they could not return in time and are now stuck in the middle of the sea of water, facing the risk of being swept away at any moment.
At this time, Pieng Pho village - where the commune police headquarters is located - was completely isolated. The streams connecting to the surrounding villages were all high and flowing rapidly. Although the distance from the headquarters to the victim's location was only about 5km, it was a dangerous journey, having to cross streams, through forests, and go through landslide-prone sections.
Faced with the critical situation, the Commune Police immediately established a special task force, under the direct command of Lieutenant Colonel Ha Van Phu - Chief of Commune Police. He and Captain Vi Van Anh - Deputy Chief of Commune Police coordinated with the Commune Military Command, mobilizing local people with experience in forest trekking and swimming, to discuss a plan to approach the victim's location.
After surveying and agreeing on a plan, the working group led by Lieutenant Colonel Ha Van Phu and Captain Vi Van Anh began their journey through the dangerous forests and streams. The mountain forest roads were slippery, with many landslides, and a stream flooded by the Lo River made travel extremely difficult. However, with the determination to save people at all costs, the working group persevered.

Breathtaking rescue in the midst of raging flood
After more than 2 hours of continuous movement and receiving support from local people along the way, the working group reached the area where the victims were trapped. Before their eyes was a vast sea of water. The hut area where the two victims were taking shelter was submerged in 10-20m deep water, with strong currents and whirlpools. From the shore to their location was about 300m of fast-moving water, just a small mistake could sweep them all away.
The working group immediately met to discuss and come up with a plan to build a bamboo raft (a type of light wooden raft) and send someone with rafting skills, good swimming skills, and light weight to approach the victims. While everyone was still considering, Captain Vi Van Anh volunteered to take on the task. With many years of experience living in flood areas, familiarity with rivers and good swimming skills, he was the biggest hope to bring the two people back safely.
Recounting to the Government Electronic Newspaper, Lieutenant Colonel Ha Van Phu - Head of Trung Ha Commune Police choked up, recalling: "The rescue began in extreme tension. After nearly 30 minutes of rowing the raft through the strong current, Captain Vi Van Anh reached the victim's location. Ms. Mai, who could not swim, was exhausted and panicked because she had been stuck on the treetop for too long. He reassured and stabilized both of them before taking them back on the raft. The situation became even more dangerous as the water flowing into the Ma River was getting stronger and stronger. If the raft was swept out to the Ma River, the chance of survival was extremely slim. In the moment of a thousand pounds hanging by a thread, Captain Vi Van Anh quickly coordinated a plan to row close to the edge of the forest, taking advantage of the treetops protruding above the water surface to hold on. One person in the group who knew how to swim was sent down to help push the raft from underwater, coordinating with the rowing force to escape the whirlpool."
After more than an hour of struggling with floodwaters, the working group finally brought the two victims safely to shore, to the great emotion of their relatives and local people.
Once again, in times of trouble, the people of Trung Ha witnessed the bravery, devotion and silent sacrifice of the Commune Police soldiers. Not afraid of danger, not faltering in the face of challenges, they are the solid support for the people, the most authentic and vivid image of the oath "forgetting oneself for the country, serving the people".
