I returned to visit Tan An commune when the fog was still lingering over the green rice fields. In the distance, the sound of roosters crowing in the morning mixed with the sound of engines of boats carrying agricultural products to the market. I suddenly thought that in the era of 4.0 technology, there is still a Tan An that retains the beauty of a Southern village - full of village love, heroic past, innovative present and promising breakthrough future.

Glorious past

After two long resistance wars, the army and people here have achieved many resounding victories, and were awarded the title of Hero of the People's Armed Forces by the State during the period of resistance against the US and national salvation. Sitting with me in a spacious concrete house, Ms. Le Tien Huong - a veteran revolutionary cadre - slowly recalled the memories of a time of war and bullets. The Giong Tra Den base is located at the border gateway, adjacent to Cambodia, surrounded by the Hau River, Tien River and Vinh An Canal. The terrain is rugged, with many canals and streams. Inside are dense bamboo fields. Bamboo sheltered the soldiers from the rain of bombs and bullets, and at the same time created favorable conditions for building secret tunnels, blocking enemy attacks by water and land.

“During the war, the people’s trust was the decisive factor in the revolution’s victory. The people hid cadres, provided food and information for the revolution. That sacrifice created a solid foundation for the revolutionary movement to exist and develop to this day,” Ms. Huong shared.

Not only brave in fighting, after the country's reunification, Tan An people also promoted the spirit of labor and production. Mr. Huynh Quang Ngu - former Standing Deputy Secretary of Tan Chau City Party Committee (before the merger) recalled: "In 1977, in just 100 days and nights, people dug and built more than 500,000m3 of land, completing an 8m wide, 23km long canal passing through 5 communes. Thanks to that canal, farmers reclaimed and restored land, switching from growing rice one crop to 2, then 3 crops. The area increased from 2,000ha in 1976 to 12,000ha in 1995. From lacking rice to eat, people rose up to growing rice for export".

Current innovation

Tan An today has changed a lot. The government has boldly shifted from a management mindset to a governance - creation - companionship mindset, creating all conditions for people and businesses to develop. People have raised their awareness, joining hands with the State to build new rural areas, advanced new rural areas, with the motto "People know, people discuss, people do, people check, people supervise, people benefit". Mr. Trinh Van Dut - Director of Tan Phu A1 Agricultural Cooperative shared: "From small-scale business, people have switched to collective business, promoting links and connections with businesses to have stable output".

Recently, on the occasion of the Government giving gifts to people on the occasion of National Day September 2, comrade La Hong Phong - Secretary of the Commune Party Committee affirmed: "The most precious thing in Tan An is the consensus of the people. The Party Committee and the government are always close to the people, care for the people, so the people trust and join hands. We will continue to build an advanced new rural commune so that people can have a prosperous, prosperous and peaceful life."

The pace of life today shows that Tan An has not only escaped poverty but is also moving towards sustainable development. The sound of harvesters and children’s laughter blending with the rhythm of the Tien River, testifying to a countryside that is steadily moving towards the future.

Breakthrough future

In order to develop Tan An, in recent years, the province and locality have invested in many key projects. Notably, the Tan An bridge across the Kenh Xang River contributes to expanding the development space, forming a riverside urban area, along National Highway 80B, and connecting with Vinh Xuong International Border Gate. Thanks to that, the time to transport agricultural products from the Mekong Delta to the border is shortened by more than 1 hour, opening up export opportunities to Cambodia and ASEAN countries.

If the glorious past is the fulcrum, the innovative present is the launching pad, then the future is the aspiration for breakthrough. The 1st Congress of Tan An Commune Party Committee, term 2025 - 2030 has set out a very clear orientation: By 2030, 70% of the agricultural area will be converted to high-tech production; forming safe vegetable growing areas in Bau Oc - Lang Dop, Liet Si islet, Tan Hau B2. In addition, the locality aims to develop ecological and spiritual tourism, exploit the potential of Phu Son Tu relic, Liet Si islet, connecting the Tien River - craft village - cuisine tourism route.

“The image of tourists leisurely walking on the wharf, enjoying specialties, listening to historical stories... will open up a new economic sector, both preserving the soul of the countryside and creating livelihoods for the people. We have high expectations for this new model,” said comrade La Hong Phong. At the same time, the locality is determined to complete infrastructure, upgrade healthcare and education, bring 90% of schools up to standard, 100% of households have clean water, and 95% of waste is collected. The goal by 2030 is that the average income per capita will reach more than 90 million VND/year, the poverty rate will be below 1.6%, and people's lives will become increasingly prosperous.

Saying goodbye to Tan An in the late afternoon, I felt extremely excited and confident about this locality because now "the Party's will - the people's heart" have blended together, with the determination to bring this heroic land to continue with the whole country into a new era.
