There are still 2.8 million transport accounts that have not been connected to cashless payments.

The Department of Roads recommends that vehicle owners continue to coordinate to connect traffic accounts and with non-cash payment methods.

According to Decree No. 119/2024/ND-CP dated September 30, 2024 of the Government , from October 1, car owners must convert from toll collection accounts to traffic accounts connected to non-cash payment means to be able to pass through toll stations.

According to statistics from the Vietnam Road Administration, up to now, there have been about more than 3 million/total 5.8 million transport accounts connected to non-cash payment methods. About 2.8 million transport accounts have not yet been connected to non-cash payment methods.

In September 2025, the Department of Roads coordinated with service providers to review transaction data, showing that there were about 900,000 traffic accounts that had transactions but had not yet connected to non-cash payment methods.

The main reason pointed out by the Department of Roads is that some vehicle owners are not interested and do not have the need to travel through toll stations, so they have not connected their traffic accounts with non-cash payment methods; difficulty in linking with bank accounts; ...

The Vietnam Road Administration, road payment service providers and relevant agencies are continuing to strengthen communication work to accelerate the connection of traffic accounts with non-cash payment means of vehicle owners according to the provisions of the Decree.

In addition, the Vietnam Road Administration has issued a document directing BOT project investors/enterprises to coordinate with road payment service providers to arrange staff on duty at the station 24/7 to support and guide vehicle owners in connecting their traffic accounts with non-cash payment methods and continue to coordinate with relevant agencies and units to remove difficulties and obstacles to facilitate vehicle owners in connecting their traffic accounts with non-cash payment methods.

The Department of Roads recommends that vehicle owners continue to coordinate to connect traffic accounts and non-cash payment means; registration of non-cash payment means and linking with traffic accounts is only done on the applications currently used by vehicle owners (no need to install new applications); road use fee payment service providers arrange human resources to answer questions and support vehicle owners to convert toll collection accounts to traffic accounts conveniently, quickly and promptly.
