
On the afternoon of September 29, Chairman of Vinh Hai Commune People's Committee Vu Xuan Quang informed that due to the impact of storm No. 10 causing thunderstorms and tornadoes, many houses in the area were affected.
Accordingly, the time the tornado appeared was around 10:30 a.m. on September 29. According to initial preliminary statistics, by 3:00 p.m. the same day, the whole commune had more than 10 broken electric poles; 2 broken lighting poles; more than 30 houses had their corrugated iron and tile roofs blown off; Linh Dong 4 Village Cultural House and Tien Phong Kindergarten were affected; more than 30 hectares of rice were blown down, along with many trees and crops damaged.
The above damages were mainly concentrated in the villages of Hung Chien, Cap Luc and Linh Dong.
Immediately after the tornado dissipated, the People's Committee of Vinh Hai commune requested the villages to review and report specifically each case of houses with blown-off or damaged roofs, and at the same time send forces to the scene to support people in overcoming the consequences, stabilizing their lives, focusing on clearing up corrugated iron and tile roofs that fell onto the road, ensuring traffic order and safety.

In Tan Minh commune , the storm also caused the roofs of many houses and farms to be blown off. Of these, two houses in Bac Phong and An Thach villages (formerly Kien Thiet commune) had their roofs completely blown off. The storm also injured two people. In addition, a number of trees and electric poles were also blown down.

According to quick information from Vinh Am Commune People's Committee , the tornado this afternoon caused 7 houses to have their roofs completely blown off; 24 households had their corrugated iron and tile roofs partially blown off; 2 corrugated iron sheds at Bao market collapsed about 300 square meters and 100 square meters of cement shed collapsed; 1 village cultural house had its roof partially blown off; about 12 hectares of winter-spring rice were destroyed.

In Nguyen Binh Khiem commune, there was one case of minor injury due to falling tiles, which was promptly treated. Hoa Binh Kindergarten had 50 meters of surrounding wall collapsed, 4 outdoor play areas had their corrugated iron roofs and iron frames blown off, many outdoor toys and classroom equipment were damaged. The iron fence surrounding the front of the commune police headquarters was also broken and damaged.

The internal network and internet system of Nguyen Binh Khiem commune was also paralyzed due to broken and damaged lines in many locations. Some office buildings and cultural houses in Hoa Binh commune had their corrugated iron roofs blown off, doors broken, ceilings collapsed, etc.

In the entire Nguyen Binh Khiem commune, 53 houses had their tile and corrugated iron roofs blown off, 5 electric poles broken, 9 doors damaged, and surrounding walls collapsed; about 12 hectares of rice crop were destroyed, mainly concentrated in Tran Duong and Hoa Binh areas; 53 trees were destroyed...

Currently, the People's Committees of the communes have directed forces to focus on urgently overcoming the damage caused by storm No. 10, at the same time, making detailed statistics on human and property damage, and synthesizing reports to the City Civil Defense Command.

According to preliminary statistics of the People's Committee of Khuc Thua Du commune , the storm this afternoon injured 4 people in the commune; more than 50 meters of fence, 300 square meters of the People's Committee's garage collapsed, 480 square meters of roof and ceiling of the Commune Public Administration Service Center were severely damaged.

The tornado also completely destroyed one house, damaged the roofs of 62 households, damaged 33 livestock farms, and knocked down nine electric poles. More than 600 hectares of rice were destroyed and over 30 hectares of crops were severely damaged.

Immediately after the disaster, the Khuc Thua Du commune authorities urgently mobilized functional forces, shock troops and organizations along with the people to focus on overcoming the consequences; prioritizing support for those whose houses were severely damaged to rebuild roofs and move belongings to stabilize their lives soon. Injured cases were urgently taken for treatment.

According to a quick report from the Department of Agriculture and Environment, as of 4:00 p.m. on September 29, 2025, in Hai Phong city, there were 14 communes and wards damaged by storm No. 10.
Specifically, 8 people were injured; 202 houses had their roofs blown off, 575 meters of fence collapsed; 38 barns had their roofs blown off or damaged; 882 hectares of rice were blown off, 32 hectares of vegetables were damaged; 151 trees, 57 electric poles, and 1 agency signboard were broken or collapsed.
The communes that suffered major damage were Vinh Hai, Khuc Thua Du, Vinh Am, Nguyen Binh Khiem, Tan Minh, Hong Chau, Vinh Thinh, Vinh Thuan, Binh Giang, Vinh Lai, and Nguyen Giap.
Notably, in Gia Vien ward at around 10:30 a.m. on September 28, a thunderstorm caused a royal poinciana tree to fall, causing a student to fall and suffer scratches on his arm and abdomen.
As of 4 p.m. on September 29, in Cat Hai special zone, there were 337 tourists (221 international tourists), Do Son ward had 354 tourists (38 Chinese tourists), all of whom were staying at safe accommodation facilities. All 1,603 vessels and boats with 4,488 workers, 171 cages with 233 workers were notified to safely anchor at the ports from 6 a.m. on September 29.
