Announcing the decision to audit local budgets in 2023

On the afternoon of March 18, the Provincial People's Committee coordinated with the State Audit to organize a conference to announce the decision to audit the local budget in 2023 and the topic of management and use of funds to implement preferential policies for people with meritorious services in the period of 2021 - 2023 in Thai Binh province.

Comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee spoke at the conference.

Attending the conference on the province were comrades: Dang Thanh Giang, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee. Attending the conference on the side of the State Audit was comrade Doan Chien Thang, Chief Auditor of the State Audit Office Region XI.

Accordingly, the audit content for the local budget in 2023 includes: Management and use of budget revenues, expenditures, money and state assets; compliance with laws, policies, financial management regimes, accounting and construction investment regimes of the State. For the topic of management and use of funds to implement preferential policies for people with meritorious services in the period of 2021 - 2023, the audit content includes: Organization of implementation and compliance with regulations on management and use of funds to implement preferential policies for people with meritorious services. Audit period is 60 days, from March 18, 2024.

Speaking at the conference, the Standing Vice Chairman of the Provincial People's Committee affirmed: In recent years, the State Audit has supported the province in building and effectively managing the local budget; through audit conclusions, it has helped the province improve the effectiveness and efficiency of state management in all fields, especially the fields deployed by the State Audit; on that basis, promulgate effective mechanisms and policies to promote the socio -economic development of the province.

The Standing Vice Chairman of the Provincial People's Committee requested the departments, branches, sectors, districts and cities with audited contents to strictly comply with the decision of the State Audit, arrange professional staff to work with the audit team; provide full records and documents to serve the audit team; arrange working time with the audit team; explain related issues as requested by the audit team; at the same time, assign the Department of Finance to be the focal agency to assist the Provincial People's Committee during the audit team's working period in the province.

On behalf of the State Audit, comrade Doan Chien Thang, Chief Auditor of State Audit Region XI, requested the province to direct the audited departments, branches, sectors, districts and cities to arrange appropriate and consistent staff; closely follow the content of the audit decision to provide timely and accurate information and documents. At the same time, each member of the audit team is required to closely follow the objectives and content of the approved audit plan to conduct the audit; during the audit process, fully implement the audit evidence, proactively coordinate closely with the audited departments, branches, sectors, districts and cities; strictly implement the provisions of the State Audit Law, work impartially and objectively, do not harass or cause trouble to the audited departments, branches, sectors, districts and cities.
