Uncle Ho's simple but profound teaching remains valuable after 95 years of formation and development of the Party's service work. Because, in every revolutionary stage, the people are the root of the country, the creative subject and the solid foundation for the Party to successfully achieve all goals.

Localities in the province have implemented many skillful mass mobilization models and received consensus from the people.

In recent times, the public service work has been focused on by the Tay Ninh Provincial Party Committee in a synchronous, close and comprehensive leadership and direction. The Provincial Party Committee's Propaganda and Education and Public Service Department has promoted its core role, proactively advised and oriented the serious implementation of the Central Government's and the Provincial Party Committee's Standing Committee's directives on public service work, especially the implementation of Directive No. 33/CT-TTg of the Prime Minister on strengthening and innovating public service work in state administrative agencies and authorities at all levels.

The Provincial Party Committee's Propaganda and Education Department advised the Provincial Party Committee's Standing Committee to summarize Directive No. 30-CT/TW of the Politburo on building and implementing grassroots democracy regulations; coordinate to guide the implementation of supervision and social criticism, contributing to strengthening the close relationship between the Party and the People. In particular, the province regularly organizes direct dialogues between the Provincial Party Committee Secretary and the People, demonstrating the spirit of openness, listening, understanding and companionship.

Party committees, authorities, the Fatherland Front and socio-political organizations in the province thoroughly grasp Uncle Ho's teachings and consider mass mobilization as the "bridge" between the Party's will and the people's hearts.

The provincial armed forces have promoted their core role in building a national defense associated with the people's security posture. The movements Tet Quan - Dan, Huu Thuong Tinh, Buoc Buoc Em Den Truong have truly become skillful service models rich in humanity, creating a deep and wide spread in the community. The Fatherland Front and mass organizations actively innovate their methods of operation, always serving the people.

From the beginning of 2025 until now, the Provincial Party Committee's Propaganda and Education Department has advised on organizing a summary of the emulation movement "Skilled Service" for the period 2021-2025; issued a thematic resolution on implementing democracy at the grassroots level, and launched the skillful service movement in each agency and unit. Thereby, many typical models and examples have been spread, contributing to building an increasingly strong political system, closer to the people and for the people.

Identifying public service work as a key political task, local Party committees and authorities in the province in general and Thanh Hoa commune in particular always thoroughly grasp Uncle Ho's teachings, considering public service as a "bridge" between the Party's will and the people's hearts. The emulation movement "Skilled public service" spreads strongly in each agency, unit, and residential area, creating a new momentum in rural development.

Thanks to that, the commune has built 35 high-tech agricultural cooperatives and 3 stable agricultural service cooperatives, contributing to building the brand of clean agricultural products. In particular, the commune has 3 OCOP products with 3-star rating, marking an important step forward in the production and consumption of local agricultural products.

The movement "All people unite to build new rural areas and civilized urban areas" has been implemented synchronously by the commune. In the past 5 years, the locality has carried out 138 projects with a total cost of more than 252.5 billion VND, of which people contributed and socialized more than 18.9 billion VND. The motto "State and People work together" is concretized through each road, bridge, electricity and water system, school and medical station. The spirit of democracy at the grassroots level is always promoted according to the motto "people know, people discuss, people do, people check, people supervise, people benefit".

Thanks to the skillful and effective service projects, the appearance of Thanh Hoa countryside is increasingly improving, the material and spiritual life of the people is constantly improving. The people's trust is increasingly strengthened.

Innovation in mass mobilization work in the new period

In Vinh Hung commune, the service work of the Party and the political system has been strongly innovated, the emulation movement "Skilled Service" has spread deeply and widely, creating positive changes in every area of ​​life. Many effective models have been replicated such as crime prevention and control; mobilizing land donations for road construction; preventing and combating domestic violence; supporting poor students with especially difficult circumstances;...

A highlight in the communal service work is the periodic dialogue between the leaders of the Party Committee and the government with the people, promptly grasping and resolving recommendations and feedback from the grassroots. From there, enhancing the people's trust in the leadership of the Party Committee and local government.

The socialization of investment work has been promoted by Vinh Hung commune, helping to beautify the landscape and move closer to the goal of building new rural areas and civilized urban areas.

By cleverly integrating services into infrastructure projects, the commune creates consensus and promotes people's strength in socio-economic development. During the past term, the commune implemented 60 projects with a total capital of more than 33.47 billion VND, in which people contributed more than 4.67 billion VND and hundreds of working days. The socialization of investment was promoted, helping the locality to complete the traffic system, beautify the landscape and get closer to the goal of building new rural areas and civilized urban areas.

Social security policies were implemented promptly and effectively. The whole commune mobilized more than 8.8 billion VND to take care of poor households, near-poor households, and policy families; 139 houses of gratitude, love, and Great Unity were newly built and repaired. These charitable activities spread the spirit of "mutual love and support", aroused community strength, and contributed to strengthening people's trust in the policies and guidelines of the Party and State.

Entering the digital transformation period, the commune's public service work is also changing strongly, adapting to new requirements. If in the past, public service officers "went to every alley, knocked on every door, checked every subject", now, in addition to the traditional form, the commune has built a digital public service platform, creating an online interaction channel between the people and the government. People's feedback and recommendations are received faster, resolved more promptly, contributing to strengthening trust in the state apparatus.
