There are 22 legal documents on TGPL
According to the Department of Dissemination, Legal Education and Legal Aid ( Ministry of Justice ), up to now, there are 22 legal documents on legal aid including 01 Law, 01 Decree, 15 Circulars and 05 Joint Circulars. These documents create a unified and synchronous legal basis for legal aid activities nationwide.
Along with that, many legal documents with provisions on or related to TGPL have been issued such as: Criminal Procedure Code, Civil Procedure Code, Administrative Procedure Law, Law on Detention and Temporary Detention, Law on Children, Law on People with Disabilities, Law on Prevention and Control of Domestic Violence, Law on Juvenile Justice, Law on Prevention and Control of Human Trafficking, Decree 121/2025/ND-CP dated June 11, 2025 regulating decentralization and decentralization in the field of state management of the Ministry of Justice...
In addition, the TGPL policy has been included in the National Target Programs and implemented synchronously with social security policies such as: National Target Program on Sustainable Poverty Reduction for the 2021-2025 period; National Target Program on New Rural Development for the 2021-2025 period; National Target Program on Socio -Economic Development for Ethnic Minority and Mountainous Areas for the 2021-2025 period; National Target Program on Cultural Development for the 2025-2035 period; National Target Program on Drug Prevention and Control to 2030; Program on Prevention and Control of Human Trafficking for the 2021-2025 period and orientation to 2030...
These legal documents and programs have contributed to realizing the Party's policies, concretizing the provisions of the 2013 Constitution and internalizing international commitments on ensuring human rights, civil rights, and access to justice, especially for vulnerable groups in society.
The system of organizations implementing TGPL is being improved.
Based on the provisions of the Law on Legal Aid, the system of organizations implementing legal aid is being improved, including legal aid centers and organizations participating in legal aid. As of December 31, 2024, the country has 63 State Legal Aid Centers and 97 branches under the Centers. After the merger, there are now 53 State Legal Aid Centers and 83 branches.
As of December 31, 2024, the number of people providing legal aid is about 1,440, including 712 legal assistants, 706 lawyers and 22 collaborators signed contracts with the Center; 463 lawyers and consultants of organizations registered to participate. The number of legal assistants has gradually increased from 630 people in 2017 to 712 people in 2024.
The quality of human resources implementing legal aid is also given attention. The standards for legal aid practitioners have changed compared to the provisions of the 2006 Law on Legal Aid. The provision of specific standards and conditions for organizations participating in legal aid and legal aid practitioners has demonstrated the State's commitment to providing quality legal aid services to people eligible for legal aid.
In addition, every year, ministries, branches and localities organize many training courses for the team of TGPL implementers. At the central level, each year there are more than 10 classes, with a scale of 40-60 students/class. At the local level, on average each province organizes about 4 classes/year with support from the central budget and local resources.
The training content focuses on updating legal knowledge, improving professional skills, soft skills and applying information technology, digital transformation in management and provision of legal aid services. This helps the team of legal aid practitioners gradually improve their professional capacity, meeting the increasingly diverse needs of the people.
The number of TGPL cases participating in litigation increased.
Over the years, the quantity and quality of legal aid cases have been strictly controlled, gradually ensuring people's satisfaction with the quality of legal services provided by legal aid organizations; contributing to helping the poor, people with revolutionary contributions and "vulnerable" groups access justice and protect their legitimate rights and interests.
In the period 2018-2024 (after the 2017 Law took effect), 234,569 legal aid cases were carried out, of which 139,232 cases involved litigation, accounting for 59.4%; 93,266 cases involved legal advice; and 2,071 cases involved non-litigation representation.
Thus, there has been a clear shift in the focus on litigation cases. Among the litigation cases, 43,938 cases were assessed as successful (accounting for 31.6% of the total number of litigation cases), legal aid officers carried out 37,999 cases, accounting for 86% of the total number of successful cases.
