In the context of increasing cybercrime activities, how do you evaluate the upcoming signing event of the Hanoi Convention on Cybercrime Prevention and Control in Hanoi?
On October 25-26, Vietnam will welcome the United Nations Secretary-General, representatives from more than 100 countries and territories, and about 100 units, organizations, and reporters to witness the signing ceremony of the United Nations Convention on Cybercrime in Hanoi.
This event is important as the place name Hanoi (Vietnam) will be listed in a global legal document – the Hanoi Convention on Cybercrime Prevention and Combat. This convention is of interest to many countries, as this field is threatening the security and safety of many countries.

Countries around the world will join together to fight against crime. This is a mandatory requirement in the digital age, no country can fight alone.
The signing of the Hanoi Convention is also the result of a journey, demonstrating Vietnam's proactive role in the program of preventing and combating crime in general and cybercrime in particular; as well as Vietnam's participation in discussing and developing the content of the Convention in the past 5 years. At the same time, this is also a recognition of Vietnam's merits, contributions and prestige when the United Nations chose Vietnam as the place to open the signing of the Hanoi Convention.
The event also has a widespread meaning, helping people raise awareness of cyber security, proactively protect themselves from cybercrime, gain knowledge to participate in a safe and healthy digital environment; creating opportunities for Vietnam to build an autonomous cyber security industry, gradually participating in the global market.
By signing the Convention, Vietnam will have more favorable conditions for international cooperation, information reception, transfer of data and electronic evidence, training and education; and improve its capacity to participate in global activities to prevent and combat cybercrime.
After signing the Hanoi Convention, how valuable is this event for Vietnam in the work of preventing and combating transnational cybercrime, sir?
By signing the Hanoi Convention on Cybercrime, many countries aim to establish a substantive international cooperation relationship in crime prevention and combat. The parties will have a legal basis for law enforcement forces between countries to be able to transfer records, documents, data evidence, especially electronic data, as a basis for handling cases; at the same time, it is easy to coordinate in arresting and handing over subjects who take advantage of the territory of one country to commit high-tech crimes and online fraud targeting other countries.
This is an urgent and important condition, because cybercrime has no borders, and can use the space and infrastructure of one country to attack another. Therefore, the Hanoi Convention is a basic and necessary basis for fighting and handling this type of crime in the future.
As you discussed, this is an opportunity for Vietnam to develop the cybersecurity industry, but Vietnam still lacks human resources. One of the side events of the signing of the Hanoi Convention is the 2025 Cybersecurity Student Competition. In your opinion, what is the significance of this activity in human resource training?
With the current strong digital transformation, the issue of cybersecurity is extremely important. This is one of the pillars of digital transformation. The 2025 Cyber Security Student Competition is of great importance, attracting many universities and students to participate, with 327 teams, a total of 1,265 contestants.
This is an opportunity to discover and select young talents and good experts in the future, serving the development of Vietnam's cybersecurity industry; protecting the country's important information infrastructure systems, as well as those of agencies, organizations and individuals, thereby contributing to building a safe and healthy network environment.
In addition, the popularity of the contest also brings a positive message, encouraging young people to orient their careers in the field of cyber security. The contest also conveys warnings and challenges in cyberspace, contributing to building a culture of safe and responsible behavior in the digital environment.
