According to the National Center for Hydro-Meteorological Forecasting, as of 7:00 a.m. this morning (October 22), storm No. 12 (Fengshen) was about 280km east-northeast of Da Nang city. The strongest wind near the storm center was level 10 (89-102km/h), gusting to level 12. The storm moved west-southwest at a speed of about 10km/h.

On land, due to the influence of storm circulation No. 12 combined with strong cold air, from this afternoon (October 22), on the mainland coastal provinces from Quang Tri to Da Nang city, winds will gradually increase to level 6, sometimes level 7, gusting to level 8-9.

From noon today to October 27, the area from Ha Tinh to Quang Ngai will have widespread heavy rain (heavy rain concentrated from this afternoon to October 23).

Total rainfall in Ha Tinh to Northern Quang Tri and Quang Ngai is about 200-400mm, locally over 500mm; in the area of Southern Quang Tri to Da Nang city, it is generally 500-700mm, locally over 900mm. Warning of heavy rain (>200mm/3 hours).

The National Center for Hydro-Meteorological Forecasting said that there will be two prolonged periods of rain, the first period: from October 22 to 24, the rain will focus from Quang Tri to Da Nang; the second period will be from October 25 to 27, the rain will focus on Quang Tri and Hue.

This rain is forecast to be as widespread as in November 2017; widespread flooding in the three localities of Quang Tri, Hue, and Da Nang is similar to that in 2020. In Da Nang alone, the flooding level is similar to that of 2022.

Many localities are forecasted to be at risk of deep flooding: Quang Tri has 40 communes and wards; Hue has 30 communes and wards (of which National Highway 1 through Phu Loc commune is deeply flooded); Da Nang has 27 communes and wards. In addition, localities should also pay attention to the risk of landslides, flash floods, local isolation; regulate reservoirs...

Reporting at the meeting, Vice Chairman of the City People's Committee Tran Nam Hung said that the locality proactively prepared plans to prevent and respond to storm No. 12 with the most determined spirit.

Up to now, the city has established 3 forward command posts in the West, the South and a centralized command post in Da Nang; 121 lakes have been regulated to their maximum low level, ready to cut floods for low-lying areas; boats and life jackets have been prepared to be ready to rescue heavily flooded areas...

Da Nang also built scenarios from city to local level to respond to storms.

Deputy Prime Minister Tran Hong Ha highly appreciated the proactiveness of localities in responding to storm No. 12.

Faced with complicated weather developments, Deputy Prime Minister Tran Hong Ha requested localities to strengthen review, update, and supplement response plans for situations that may occur in the area.

Localities need to review and proactively evacuate people from areas at high risk of landslides, flash floods, and areas flooded by heavy rain to ensure people's safety.
