National Assembly deputies need to pursue the content of voters' petitions to the end.

Recently, the Hanoi City National Assembly Delegation coordinated with the Hanoi City Vietnam Fatherland Front Committee to organize a Conference on Improving the effectiveness of voter contact activities of National Assembly deputies in the city.

At the conference, representatives of the Vietnam Fatherland Front Committees of districts said that the Standing Committee of the Vietnam Fatherland Front Committee where the meeting is held, as the host of the TXCT session, needs to pay attention to the capacity of organization and management, know how to suggest and guide voters to participate in speaking with key points; when making a report synthesizing voters' opinions and recommendations, it is necessary to closely follow the key and urgent content - especially issues of concern to the majority of voters, and promptly reflect them.

At the same time, classify by each field, clearly identify the authority to resolve which subordinates and sectors to transfer to the correct address for resolution. Strengthen the supervisory role of National Assembly deputies after each contact with voters through sessions and through the handling of petitions, complaints and denunciations of the people.

The opinions also emphasized the need to strengthen monitoring, urging, and supervising the settlement of voters' petitions. Pursuing the contents of voters' petitions to the end in order to speed up the settlement process as well as enhance the responsibility of competent authorities in settling voters' opinions and petitions. In particular, for contents that voters petition many times, it is necessary to consider and evaluate the feasibility of settlement, request competent authorities, levels, and sectors to propose solutions and roadmaps to completely resolve voters' petitions.

Vice Chairman of the Vietnam Fatherland Front Committee of Thach That district Nguyen Huu Hung proposed that in order to improve the effectiveness of the National Assembly deputies' TXCT, it is necessary to develop a detailed plan, arrange a suitable time and location for voters to participate in full, and flexibly manage the TXCT session. The moderator needs to orient the content of each TXCT session appropriately, and can suggest issues for voters to participate. Pay attention to devoting more time for voters to express their thoughts, aspirations, propose opinions and recommendations; focus on innovating the organization and content of TXCT to attract more voters to participate.

Along with that, continue to innovate the activities of TXCT in the form of topics and fields, National Assembly deputies coordinate with People's Council deputies at the same level and TXCT to help deputies listen to more opinions and recommendations. Thereby, there are proposals and recommendations to promptly remove shortcomings and obstacles in each field and help deputies grasp in depth the propaganda and implementation of mechanisms and policies related to practical observations.

Strengthen the supervisory role of National Assembly deputies after each TXCT through sessions and through the handling of petitions and complaints from the people. Thereby, deputies evaluate the quality of handling and responding to voters' opinions and recommendations to see whether they meet their aspirations or not. For opinions that are not satisfactorily resolved, National Assembly deputies need to continue to make recommendations to the Central Ministries, branches, and People's Committees at all levels to continue directing the resolution.

According to Vice Chairwoman of the Fatherland Front Committee of Me Linh district, Chu Thi Hau, the solution to improve the quality and effectiveness of the work of the National Assembly deputies is that right at the meeting, relevant agencies and units should attend and coordinate to explain, resolve, and immediately respond to some of the opinions reflected by voters.

During a thematic voter contact session in Ha Giang in July 2023, the Hanoi National Assembly Delegation coordinated to present a large red flag with a yellow star to be hung on Lung Cu flagpole.

For each delegate, before the TXCT, it is necessary to check and review the opinions, recommendations and issues of concern raised by voters at the previous voter meeting, to what extent have they been resolved by the competent authorities, what are the remaining problems and bottlenecks, and why they have not been resolved. At the same time, it is necessary to expand the form of TXCT, including strengthening thematic TXCT.

"If this form is implemented well, it will be highly effective, helping delegates have more information when participating in deciding on policies and strategies that are suitable for practice and highly feasible," said the Vice Chairman of the Fatherland Front Committee of Me Linh district.

Vice Chairwoman of the Vietnam Fatherland Front Committee of Son Tay town, Nghiem Thi Thuy Hang, said that in the coming time, the Fatherland Front at all levels needs to continue to coordinate in disseminating and seriously implementing Joint Resolution No. 525/2012/UBTVQH13-DCTUBTWMTQ dated September 27, 2012 on the contact of voters by National Assembly deputies to ensure consistency, uniformity, and compliance with regulations; grasp the contents to inform voters and diversify the forms of contact; strengthen training and guidance within the Fatherland Front system on the contents, expertise, and skills of organizing contact meetings and synthesizing voters' opinions and recommendations.

In addition, the content prepared for National Assembly deputies to report to voters must be brief, concise, and to the point; allow time for voters to discuss, reflect, propose, and make recommendations. Arrange flexible contact time with voters to attract a large number of voters to participate and fully record their opinions, thoughts, and aspirations.

When synthesizing voters' recommendations, it is necessary to pay attention to reviewing, classifying, and unifying opinions and recommendations to avoid duplication. For recommendations sent to central agencies, it is necessary to consult with specialized agencies to ensure that the recommendations are accurate and focused; Implement diverse and flexible forms of TXCT suitable to reality, and research and develop applications to receive voters' recommendations on digital platforms and other forms.

In particular, "for the content of exchanges and explanations of departments, branches and localities about voters' opinions and recommendations at the TXCT conference, there needs to be a mechanism to clearly affirm the role, responsibility and roadmap for resolving voters' opinions and recommendations to avoid general responses, lack of information, no roadmap, and avoidance of responsibility," said Vice Chairwoman of the Vietnam Fatherland Front Committee of Son Tay town Nghiem Thi Thuy Hang.

In the past time, the Hanoi National Assembly Delegation has implemented the TXCT in a methodical and thoughtful manner in accordance with the law. The voters' opinions and recommendations have been enthusiastic, constructive and have contributed a lot to the activities of the National Assembly, the work of law-making, the work of supervision, the work of state management at the central and local levels...

The Hanoi National Assembly Delegation has coordinated with the Standing Committee of the People's Council, the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi and the districts, towns and cities of the city, and relevant agencies to organize for the National Assembly deputies to conduct the TXCT according to regulations. The TXCT activities have always been of interest to the Delegation, and have been innovated to create favorable conditions for the National Assembly deputies in the Delegation to fully implement the TXCT.

TXCT activities before and after the 5th and 6th sessions of the National Assembly were carried out in a combination of direct and online forms with 73 conferences for National Assembly deputies to meet voters with over 17,000 voters attending.

Along with that, the City National Assembly Delegation organized 4 thematic TXCT conferences on "Implementation of policies and laws on fire prevention and fighting in Hanoi"; Thematic voter contact conference to collect comments on the draft Law on the Capital (amended); Coordinated to organize a voter contact conference with union officials who are workers in the Capital to collect comments on the draft Law on the Capital (amended), Law on Housing (amended), Law on Social Insurance (amended); Coordinated with the National Assembly Delegation of Ha Giang province to organize a thematic voter contact conference on "Implementation of policies and laws on management and protection of national defense works and military zones".
