Provincial National Assembly Delegation: Listening to voters' opinions and aspirations

With the motto of "listening to people, speaking so that people understand, making people believe", the Provincial National Assembly Delegation has always paid attention to voter contact activities, with many innovations in both content and form. Through contact, the Provincial National Assembly Delegates listen to the thoughts and aspirations of voters and people related to legislative work and participate in deciding important issues of the country.

Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, talked with voters of Cam Pha City at the voter contact conference after the 7th Session of the 15th National Assembly .

The thematic voter contact conference between the provincial National Assembly deputies and workers in Quang Ninh in Ha Long City in mid-2024 is one of the large-scale thematic voter contacts organized with the participation of more than 300 workers in the province. Voters were very excited to discuss with elected representatives and reflect on many macro-level issues regarding the provisions of the Law on Social Insurance, the amended Law on Trade Unions; synchronous groups of solutions to support workers during unemployment; support policies for workers to be able to buy social housing...

Ms. Dang Thi Kim Chung, Vice President of the Provincial Federation of Labor, said: The contact between voters and workers in the province has practical significance, helping workers have the opportunity to meet and propose their thoughts and aspirations to the National Assembly and the Government through elected representatives. We are very pleased that at the 7th and 8th Sessions, the 15th National Assembly passed two drafts of the Social Insurance Law and the amended Trade Union Law with many new policies that benefit workers and union officials and members. From there, it helps workers have more confidence in the National Assembly deputies and trade union organizations at all levels.

In 2024, the Provincial National Assembly Delegation organized 58 meetings with voters in 13/13 localities in the province, including 3 thematic meetings with voters and 55 regular meetings with voters, attracting nearly 8,900 voters to attend, 212 voters expressed their opinions. At the meetings, the Provincial National Assembly Delegation promptly informed the content and agenda of the National Assembly session; reported the results after the session and the delegation's activities, creating high cohesion and consensus from voters.

The Provincial National Assembly Delegation coordinated with the Provincial Federation of Labor to organize a thematic meeting between National Assembly Deputies and workers in Quang Ninh province.

Deputy Head of the Provincial Delegation of National Assembly Deputies Nguyen Thi Thu Ha affirmed: The Provincial Delegation of National Assembly Deputies and National Assembly Deputies have seriously implemented regular meetings with voters before and after each session. The activities of meeting voters were planned early by the Provincial Delegation of National Assembly Deputies, with full and thorough preparation of content. The National Assembly Deputies met voters independently or in groups and took turns meeting voters in localities in the province. The leaders of departments, branches and localities invited to attend the meetings with voters of the National Assembly Deputies have done a good job of coordinating, answering, and promptly accepting relevant recommendations within their authority.

The organization of the voter contact conferences has been carefully prepared, methodical, and highly responsible by the Provincial Fatherland Front Committee and localities in the province. The form of organizing voter contact is implemented flexibly, in the form of direct or direct combined online, ensuring both closeness and suitability, ensuring flexibility, adaptability, creativity, and ensuring unity in diversity according to the provisions of law. After the voter contact, the Provincial National Assembly Delegation held a conference with the Standing Committee of the People's Council, People's Committee, Provincial Fatherland Front Committee and relevant agencies and units to unify, exchange, and grasp the socio-economic situation and difficulties and pressing issues of voters and people; promptly inform voters of opinions and recommendations on issues under the jurisdiction of the locality.

Through the meetings before and after the 7th and 8th Sessions, the Provincial National Assembly Deputies and representatives of local authorities directly exchanged and answered opinions and recommendations, promptly resolved and limited the situation of repeated recommendations. The Provincial National Assembly Delegation has compiled 103 recommendations from voters, of which 57 are under the authority of the central ministries and branches to resolve and respond, and 46 are under the authority of the province to resolve and respond. Up to now, 66 recommendations have been resolved and responded to, while the remaining 37 recommendations sent by voters before the 8th Session of the 15th National Assembly are under the time limit for review, response and resolution by competent agencies. Thanks to this dedication and transparency, voters and people increasingly trust and recognize the role of the Provincial National Assembly Delegation, and continue to send their thoughts and aspirations to the National Assembly Deputies.

Entering 2025, the 15th National Assembly term continues to pose many important tasks. Each National Assembly member of Quang Ninh province continues to make greater efforts and determination to fulfill the responsibilities of an elected representative, meet the trust and expectations of voters, and promote policies that are increasingly close to the needs of life. Meetings with voters do not only stop at listening, but also open up opportunities for dialogue, empathy, and together seek solutions, build the future, and build the country firmly into a new era - the era of national growth.
