On the afternoon of September 29, the preparatory session of the 1st Congress of Phu Tho Provincial Party Committee continued to discuss in groups, contributing many important, responsible and enthusiastic opinions to the draft documents of the Congress for the 2025 - 2030 term and the draft documents of the 14th National Congress of the Party.

This requirement requires the province to build a sustainable strategy, in which it is necessary to create new space for development; closely follow the long history and traditional culture; promote decentralization and delegation of power. Focus on developing young party members; implement the strategy of building a regular, elite, and modern Phu Tho provincial police force... At the same time, emphasize the importance of building a team of cadres, especially leaders, with sufficient qualities, capacity, prestige, innovative thinking, and equal to the task. Continue to arrange and streamline the organizational apparatus; focus on solving administrative procedures, developing high-quality human resources; build a 2-level local government to ensure streamlining, strength, efficiency, effectiveness, and efficiency, without interruption of work after the merger.

Continue to invest, upgrade and develop the infrastructure system, especially in remote, isolated and particularly difficult areas of the province; promote the development of digital infrastructure, urban infrastructure, industrial park and cluster infrastructure, creating conditions for localities to develop and grow. Remove bottlenecks in land surveying and digitizing land data in all communes and wards, thereby effectively implementing the work of land recovery, compensation and clearance, and implementing investment projects... At the same time, deploy breakthrough solutions to develop the private economy into an important driving force of the province; develop tourism in a sustainable direction.

Regarding the National Target Program on New Rural Construction, delegates said that the province needs to soon make recommendations to the Central Government to have new guidelines to help localities continue to effectively implement the Program in the post-merger context.

Speaking at Group 2, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial People's Committee Party Committee Tran Duy Dong highly appreciated the opinions presented at the Group which were relatively close to reality, close to the tasks to be implemented in the coming time related to agricultural development, digital transformation, inter-regional development. In particular, the opinions focused on highlighting the targets and solutions to promote the potential advantages of the 3 localities after the merger. The Chairman of the Provincial People's Committee requested agencies, units and localities to promote the sense of responsibility, enhance determination to successfully implement the socio-economic development goals of the province. Communes and wards continue to integrate key solutions and tasks to effectively implement socio-economic targets, in which choose solutions close to the local reality; at the same time focus on effectively implementing the 2-level local government model.

Speaking at Group 4, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee Bui Duc Hinh discussed and provided some more information related to the Political Report submitted to the Congress; emphasizing the viewpoint and goal of the province in the coming term is to focus on implementing solutions to minimize the rate of poor households in the province's disadvantaged localities; by 2030, the province will have basically no poor households according to the multidimensional poverty standards for the period 2021 - 2025. To achieve that goal, based on the assessment of the current situation of poverty reduction work in the province, social policies will be developed and issued to support poor households to escape poverty.

One of the issues that many delegates are interested in is the work of preserving and promoting traditional cultural values ​​of the Ancestral Land; especially the breakthrough in the strategy of developing culture and people of Phu Tho. Delegates hope that the province will continue to pay attention and issue specific policies to develop culture. Build a database of intangible cultural heritages, including Mo Muong heritage; bring Viet Muong culture into social life in a vivid way through many different forms; at the same time, promote socialization and international cooperation in preserving and developing Viet Muong culture, harmoniously combining with other cultures in the province.
