The 1st Congress of Thai Nguyen Provincial Party Committee, term 2025 - 2030

(Chinhphu.vn) - This morning (September 23), the Party Executive Committee of Thai Nguyen province solemnly held the 1st Congress of Delegates, term 2025 - 2030. This is a particularly important political event, a turning point, of historical significance in the process of construction and development of the new Thai Nguyen province after the merger of Thai Nguyen and Bac Kan provinces.

Attending the opening ceremony of the Congress were comrades: Nong Duc Manh, former General Secretary of the Central Executive Committee of the Communist Party of Vietnam ; General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense.

The Congress was honored to receive congratulatory flower baskets from General Secretary To Lam; former General Secretary Nong Duc Manh; President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man and other leaders of the Party, State, central ministries and branches.

Also attending the Congress were comrades: Pham Thi Thanh Tra, member of the Party Central Committee, Deputy Head of the Central Organizing Committee, Minister of Home Affairs; Nguyen Thanh Hai, member of the Party Central Committee, member of the National Assembly Standing Committee, Chairman of the National Assembly Delegation Affairs Committee, Deputy Head of the Central Organizing Committee; Tran Hong Minh, member of the Party Central Committee, Minister of Construction ; comrades of the Party Central Committee; leaders of the Central Party Building Committees; ministries, branches, sectors, agencies and units; delegates of Military Region 1 and leaders of neighboring provinces and cities.

On the side of Thai Nguyen province, there were comrade Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Heroes of Labor; comrades of the Provincial Party Standing Committee; members of the Provincial Party Standing Committee; leaders and former leaders of Bac Thai, Bac Kan and Thai Nguyen provinces through different periods, and 443/446 official delegates representing over 140,000 party members of the Provincial Party Committee.

At the Preparatory Session (held on the afternoon of September 22), the Congress elected a Presidium of 17 members, a Secretariat of 3 members, and a Congress Delegate Qualification Examination Board of 9 members. During the Preparatory Session, the Congress voted to approve the program, Rules and Working Regulations of the Congress; discussed and contributed opinions to the draft documents of the 14th National Congress of the Party.

Turn Thai Nguyen into a modern industrial economic center of the region by 2030

With the motto "Solidarity - Democracy - Discipline - Creativity - Development", this Thai Nguyen Provincial Congress has very important tasks. First of all, it is to summarize the implementation of the Resolution of the Provincial Party Congress for the 2020-2025 term and draw lessons. Determine the goals, tasks and development solutions for the next 5 years as well as the vision for the following years. Discuss and contribute ideas to the draft documents to be submitted to the 14th National Congress of the Party.

The key goal is to turn Thai Nguyen into a modern industrial center, achieving a high average income level before 2030; GRDP per capita of over 8,500 USD; urbanization rate of 50% and budget revenue exceeding 30 trillion VND. Entering the period of 2025 - 2030, Thai Nguyen province is facing new opportunities and fortunes after the merger, opening up a wider development space.

The draft Political Report has identified the general goal of "building Thai Nguyen province into a modern industrial center with high average income before 2030" with an average GRDP growth rate of 10.5%/year or more.

To achieve this goal, Thai Nguyen province will focus on three key areas: developing synchronous and modern infrastructure: Infrastructure is considered a key driving force, aiming to form a system of concentrated industrial zones and clusters; expanding strategic traffic routes connecting regions; developing trade, services, tourism and building smart cities. The three centers of Thai Nguyen, Song Cong, and Pho Yen will become industrial and service growth poles, closely connected with Hanoi and the Northeastern provinces.

Delivering the opening speech of the Congress, Comrade Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Thai Nguyen Provincial Party Committee, emphasized that, in parallel with the task of implementing the policy of innovation, streamlining the organizational apparatus, operating the 2-level local government model from July 1, 2025, ensuring stable, effective, efficient and effective operations; towards the 1st Thai Nguyen Provincial Party Congress for the 2025-2030 term and the 14th National Party Congress, for many months now, Party committees at all levels in the province have focused on leading and directing the successful completion of political tasks in all fields, while successfully organizing Party congresses at all levels. The work of organizing and serving the Congress was carefully prepared, ensuring strictness, safety, economy and efficiency. The contents of the preparations for the Provincial Party Congress were highly appreciated by the Politburo and agreed to allow the Thai Nguyen Provincial Party Committee to organize the Congress.

In recent years, Thai Nguyen's economy has developed quite well, achieving many important, outstanding and sustainable results with many bright spots. The province's economic growth averaged 7.3%/year, the economic structure shifted in a positive direction. Industry is the main driving force leading economic growth. Agricultural and forestry production has shifted strongly towards commodities, improving product quality and brand; National target programs on new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority areas have been focused on comprehensive leadership and direction. The fields of culture, education and training, and health continue to receive investment and development attention; social security is constantly guaranteed and improved; the poverty rate in the whole province decreases by an average of 1.41% each year, exceeding the target set by the Resolution.

Breakthrough choice to create a new step in socio-economic development of Thai Nguyen province

Speaking at the Congress, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense acknowledged, highly appreciated and warmly congratulated and commended the achievements that the Party Committee, government and people of all ethnic groups in Thai Nguyen province have achieved in the 2020-2025 term.

To achieve the goals and tasks of the 2025 - 2030 term, General Phan Van Giang suggested: The Thai Nguyen Provincial Party Committee needs to have a correct understanding of the general situation and context, clearly identify the potential and advantages of the locality, select key tasks and breakthroughs to focus on leadership and direction, and create a new step in socio-economic development. The General welcomed the Thai Nguyen Provincial Party Committee when drafting the Political Report to submit to the 1st Congress, on the basis of continuing to implement the strategic breakthroughs identified by the Central Committee, actively implementing the resolutions of the 13th Politburo, the Thai Nguyen Provincial Party Committee has flexibly and specifically applied 3 development breakthroughs in the coming time.

With these breakthroughs, immediately after the Congress, the Provincial Party Executive Committee needs to issue an action program, develop projects and plans, and concentrate resources to implement the Resolution discussed and approved by the Congress. In addition, Thai Nguyen needs to pay attention to planning and planning management; clearly define the role and position in the Northern key economic region, the Hanoi Capital region; attach importance to regional linkages to create development momentum, affirming its role as the center of the Northern midland and mountainous region.

Focus on developing high-tech industries with competitive advantages and environmental friendliness; linking local industries with foreign-invested industries; developing infrastructure of industrial zones and clusters to attract investment; continuing to restructure the agricultural sector towards increasing added value and sustainable development, safe and organic agricultural production, applying high technology; maintaining and enhancing the brand "Thai Nguyen Tea"; exploiting the potential and strengths to make tourism and services an important economic sector of the province. Closely combining economic development with solving social issues, constantly improving the material and spiritual life of the people; improving the quality of education and training; the quality of health care and protection of the people; paying attention to regimes and policies for people with meritorious services, ethnic minorities, social security issues and sustainable poverty reduction; ensuring national defense, maintaining political security and social order and safety.

Enhance the role, quality and effectiveness of the activities of the Fatherland Front and people's organizations in participating in Party building, government building and the great national unity bloc. Strengthen the work of building a clean and strong Party organization in terms of politics, ideology, organization and ethics; improve the leadership capacity and fighting strength of Party organizations and Party members; continue to strictly implement the resolutions, conclusions and regulations of the Central Committee on Party building and rectification, in conjunction with implementing Directive No. 05 of the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle"...

Promoting the glorious tradition of the revolutionary homeland, along with the achievements gained in the past term, General Phan Van Giang believes that the Party Committee, government, army and people of all ethnic groups in Thai Nguyen province will overcome all difficulties and challenges, successfully implement the Resolution of the 1st Provincial Party Congress, contributing with the whole country to successfully implement the Resolution of the 14th National Party Congress.

At the Congress, comrade Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee announced the Politburo's decisions to appoint members of the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee member, Chairman, and Deputy Chairman of the Inspection Committee of the Thai Nguyen Provincial Party Committee for the 2025 - 2030 term. The Thai Nguyen Provincial Party Committee Executive Committee, term I, term 2025 - 2030, consists of 65 comrades, the Thai Nguyen Provincial Party Committee Standing Committee, term I, consists of 17 comrades.
