The economic structure has shifted in the right direction, with industry, construction and services accounting for over 70%. Dung Quat Economic Zone continues to affirm its role as a growth nucleus, an important heavy industry and oil refining center of the country.
Agriculture has made a strong shift towards high technology, forming large-scale specialized areas. Many endemic products such as Ngoc Linh Ginseng and precious medicinal herbs have appeared in demanding international markets.
There has been much progress in culture and society, and social security policies have been ensured. The poverty rate has decreased rapidly, especially in mountainous areas, and the material and spiritual life of the people has been constantly improved.
The work of building and rectifying the Party and the political system is given special attention, creating solidarity and unity, which is the decisive factor for all victories of the Party.

To realize the aspiration of building Quang Ngai into a fairly developed province, an important growth pole of the Central Highlands region, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized 5 major contents for the Congress to study and discuss.
Specifically, first, we must consider building a clean and strong Party organization and political system as the key task of the key; especially focusing on building a contingent of cadres equal to the task. Continue to seriously and resolutely implement Conclusion No. 21 of the Central Executive Committee on Party building and rectification, associated with studying and following Ho Chi Minh's ideology, morality and lifestyle. If the important driving force of growth is science and technology, innovation and digital transformation, then the important baggage of the contingent of cadres to enter the new era is new thinking, new vision and new knowledge. The Party Congress and the organizational revolution are opportunities for us to review, evaluate and rearrange the contingent of cadres, especially leaders at all levels.
The Party Executive Committee must be politically responsible to the Party and the people for the comprehensive and sustainable development of the province and the continuous improvement of people's lives. Therefore, it is necessary to build a team of cadres with heart, vision, aspiration to contribute, dare to think, dare to do, dare to take responsibility for the common good.
In the process of selecting and rearranging the team, it is necessary to boldly screen and replace weak cadres, those who do not meet the requirements, those who are evasive, afraid of responsibility, and even make mistakes. Strengthen education to improve revolutionary ethics, fight against individualism, and at the same time uphold discipline and discipline, strictly handle cases of degradation and degeneration. But first of all, cadres and party members must constantly train, preserve, self-reflect, self-correct, strictly comply with the law and comply with Party regulations. Second, focus on leadership and direction so that the two-level local government model operates smoothly and effectively. With the great potential after the merger and the aspirations of the new era, it is recommended that the Congress discuss and build a specific, highly actionable Resolution, plan breakthrough and synchronous solutions and have higher political determination, striving to achieve and even exceed the set growth target.
To do that, the province needs to urgently review, integrate and update provincial planning to synchronize with regional and national planning, focusing on breakthrough solutions.
Specifically, in terms of industry, it is necessary to develop in depth, high technology, taking Dung Quat Economic Zone as the core, promoting linkage with Chu Lai Open Economic Zone to form a national key industrial center. With the development orientation of the country, Dung Quat Economic Zone is facing great opportunities in the near future. Dung Quat is already an oil refining industrial center but will be a major petrochemical center. Not stopping there, Dung Quat is also a part of the shipbuilding industrial center, high-speed railway industry...
Whether or not the Central Government’s direction can be implemented and how it can be implemented depends partly on the efforts of the Party Committee and the people of Quang Ngai. It is time for Quang Ngai to research and find a solution to turn the sun and wind, once a hardship for the province, into renewable energy potential, serving the needs of Dung Quat Economic Zone.
Regarding tourism, we must create unique products, connect "forest" and "sea", realize the strategy of " one destination, three countries", turn the reputation of Ly Son island, the potential landscape, climate of Mang Den and the advantage of Indochina intersection into a unique linked tourism product, where tourists can experience the diverse culture of Vietnam - Laos - Cambodia in the same journey. We must sincerely realize that Quang Ngai's tourism potential is 5 stars, but Quang Ngai's tourism infrastructure and tourism products have very few stars. We must feel sad when comparing with neighboring provinces with the same natural and social characteristics.
Regarding infrastructure, we must focus on investing in strategic projects with inter-regional connectivity. The province's economic space has been expanded, but without connectivity, it will not be able to become a strong economic entity but will remain just fragmented pieces. In the 2025-2030 term, we must invest in economic connectivity projects, especially transport infrastructure, to complete the Quang Ngai - Kon Tum expressway, coastal roads, Mang Den airport, Ly Son airport, upgrade key national highways, create a smooth traffic axis from the Central Highlands to the sea and international connections.
At the same time, it is necessary to create a truly open environment for the private economy to develop, with breakthrough mechanisms and policies to strongly promote creative startups, apply science and technology to production and life, and effectively and substantially implement the Politburo's strategic resolutions on private economic development (Resolution No. 68-NQ/TW) and scientific and technological breakthroughs, innovation and digital transformation (Resolution No. 57-NQ/TW).
Fourth, we must always care for and improve people's lives. Economic development must go hand in hand with social progress and equity. We must implement social security policies well, reduce poverty sustainably, pay special attention to remote areas, ethnic minority areas, and not leave anyone behind. In the heroic atmosphere of the historic August days, we are more imbued with the morality of "When drinking water, remember its source".
Quang Ngai is a heroic land, rich in revolutionary tradition. The great success of the resistance wars against foreign invaders always reminds us to remember the contributions and sacrifices of the people of western Quang Ngai.
Therefore, we must pay attention to promoting economic development in the West, arranging more preferential projects to promote advantages and potentials, attract investors; solve employment problems, improve people's living standards, and shorten the gap between regions. Strengthening care for policy families and meritorious people is not only a responsibility, but also a command of the heart. As the years go by, the opportunity for us to show gratitude and implement policies to repay the families of martyrs and war invalids will gradually decrease. Therefore, we must be more determined, more urgent, and more thoughtful in implementing policies for meritorious people; ensuring that 100% of meritorious people and their families receive comprehensive care, with a standard of living " equal to or higher than that of local residents".
Fifth, make breakthroughs in administrative reform and improve the investment and business environment, considering this an urgent and important task. Thoroughly grasp and resolutely implement the Government's Program on cutting and simplifying administrative procedures related to production and business activities, taking people and businesses as the center, taking people and businesses' satisfaction as the measure.
