Dak Lak deploys response plan for storm No. 12 and floods

On October 22, the Chairman of the Dak Lak Provincial People's Committee issued Official Dispatch No. 003/CD-UBND on proactively implementing response plans to storm No. 12 and floods in the province.

According to forecasts, due to the influence of storm circulation No. 12 (storm Fengshen) combined with other weather patterns, from October 23 to 26, Dak Lak province will have moderate rain, heavy rain and thunderstorms.

Heavy rains will be concentrated on October 24 and 25, with total rainfall ranging from 100 to 200 mm/period, in some places over 250 mm/period. From now until the end of October 26, on the Serepok and Ba rivers, there is a possibility of a flood, with the flood peak generally at approximately level 1 warning level, in some places reaching from level 1 to level 2 warning level.

To proactively respond, the Chairman of the Provincial People's Committee requested heads of relevant departments, branches, sectors, units and People's Committees of communes and wards to urgently implement response measures.

For sea and coastal areas: regularly monitor the storm's developments; strictly manage vessels going out to sea; organize counting and notify owners of vessels and captains of the location and direction of the storm so that they can proactively avoid, escape or return to safe shelters. Units and localities proactively deploy plans to ensure the safety of people and property, especially at tourist destinations, aquaculture and fishing areas, and constructions at sea and along the coast.

The Border Guard Command (Provincial Military Command) proactively coordinated with relevant agencies to advise the Provincial People's Committee to decide on banning the sea and evacuating people from cages, rafts, and watchtowers for aquaculture along the coast and at sea to ensure safety.

For inland areas: regularly monitor forecasts, warnings, and provide timely information to people to proactively prevent and avoid; increase dissemination and guidance to people on measures and skills to respond to floods, landslides, and flash floods; check and review areas at risk of flash floods, landslides, and deep flooding, especially households living in mountainous areas, steep slopes, along rivers and streams to proactively evacuate people to safety. At the same time, prepare forces, vehicles, equipment, and necessities according to the "four on-site" motto.

Localities must proactively organize and implement measures to protect production, inspect and review plans to ensure safety for the dike system, dams, and downstream areas, especially vulnerable lakes and projects under construction; arrange forces to guard, control, and guide safe traffic at culverts, spillways, deep flooded areas, and fast-flowing water; organize the harvesting of agricultural and aquatic products to minimize damage.

The Chairman of the Provincial People's Committee assigned departments, branches and sectors: according to their functions, state management tasks and assigned tasks, to proactively direct and coordinate with relevant agencies, units and localities to deploy timely and appropriate response plans to storms and heavy rains.
