Priority is given to the elderly, women and children to be evacuated to safe places; for households that are not flooded to the point of needing to be evacuated, functional forces have promptly approached and provided food, medicine, life jackets, drinking water, ensuring that people do not go hungry or thirsty during the storm and flood.
Mr. Bui Phu Thinh, Vice Chairman of Nong Cong Commune People's Committee, said that the floodwaters started rising on the morning of September 29. Because the water level rose so quickly, the households were unable to react in time, many of their properties were submerged in floodwater, and the damage this time was quite severe. Because of the early and far-reaching preparation plan, when the situation was known, the local authorities coordinated with the police and military forces to "work all night" to rescue people from dangerous areas. According to statistics, there were more than 3,000 households in the area that were flooded, of which 13 households were severely flooded, with water almost reaching the roof. The authorities have supported the elderly, women, and children to safety and arranged adequate food for the people. For isolated households, the authorities have reached them and are sending supplies.
According to Colonel Le Van Khanh, Political Commissar of the Defense Command of Region 5 - Tinh Gia (Thanh Hoa Provincial Military Command), there is still heavy rain in Nong Cong commune, the unit is closely coordinating with local authorities to urgently bring necessities to households in isolated villages. On the morning of September 30, the military and local authorities brought hundreds of people out of dangerous flooded areas to safety.
Participating in the rescue and supply work for people isolated by floods with local authorities and functional forces, Mr. Ngo Van Tuyen (60 years old, Cao Nhuan village, Nong Cong commune) said that although he is 60 years old this year, he has never seen a storm with strong winds and lasting as long on land as storm No. 10. The storm's circulation caused the entire Nong Cong commune to be submerged in water in just a few hours, leaving many households unable to react.
"My house was also flooded 3m deep, almost to the roof. We have only been able to evacuate people, but our property was not moved in time, so it was also heavily damaged. Since my family had a motorboat, I volunteered to join the rescue force, transporting food and essential supplies to isolated households...", Mr. Tuyen added.
