Promoting digital transformation and green transformation in coal production for the electricity industry

Support coal production and usage units to promote digital transformation and green transformation

The Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities with coal production and trading activities and coal supply for electricity production to urgently complete the arrangement of ports and coal trading warehouses in the management area according to their authority and relevant legal regulations to be completed by December 2025. Focus on removing difficulties and obstacles (in land use, site clearance compensation, resettlement...) of coal industry enterprises.

Regularly inspect mining sites, transportation routes, coal gathering, processing, storage, trading locations, and coal supply for electricity production in the management area; resolutely handle according to authority/propose competent authorities to strictly handle according to law organizations and individuals who violate the law during the implementation process to prevent, stop, and promptly handle violations of the law and complicated issues of security and order (especially for domestic and local coal mines); organize and direct the implementation of measures to protect unexploited geological resources, use, and protect unexploited minerals.

At the same time, support local coal production and usage units to promote digital transformation, green transformation, research and application of science and technology to effectively control coal quality and consumption standards, reduce intermediary stages, save costs, improve production and business efficiency, corporate governance and be consistent with Vietnam's commitment roadmap to net zero emissions by 2050.

Absolutely do not let coal shortage happen for electricity production.

Investors of coal-fired thermal power plants are responsible for arranging legal coal sources to operate the plant safely, stably, reliably, ensuring economic and environmental efficiency throughout its existence.

Absolutely do not allow a shortage of coal for electricity production; take full responsibility if there is a shortage of coal for the plant's electricity production according to the mobilization plan of the national electricity system; always maintain a ready amount of coal reserves in the warehouse in accordance with the norm (if any), the need to receive and use coal and take into account the reserve to ensure response to extreme situations.

Strongly promote science and technology activities, innovation and digital transformation in enterprises. Increase investment, improve infrastructure, develop high-quality human resources, international cooperation, etc. to meet the requirements of science and technology development, innovation, digital transformation, green transformation in the transportation, blending, storage and use of coal; ensure strict and effective management and control of the volume and quality of coal delivered and used in compliance with relevant regulations.

Take full responsibility before the law if there is any negativity, waste, or violation in the delivery and use of coal, and strictly implement the coal fuel conversion roadmap according to the Plan approved by competent authorities...
