At the Conference, delegates discussed the results of economic diplomacy in the first 6 months of 2025, assessed the advantages and difficulties, drew lessons to strive together, implement more effectively and achieve more positive results in the last 6 months of the year.
Accordingly, high-level foreign affairs activities were the most vibrant ever; contributing to continuing to build, consolidate and enhance good relations with partners on the basis of trust, sincerity and harmonization of interests; deepening the connotation of economic cooperation and intertwined interests, maintaining and strengthening a peaceful environment, favorable for development.
Continue to innovate and further promote traditional growth drivers through promoting cooperation in trade, investment, tourism and labor with major markets and key and important investment partners, especially in Northeast Asia, Europe and the Americas. At the same time, explore many new markets with much room and potential in the Latin American region such as Chile, Argentina and Peru; and in the Middle East and Africa region such as Saudi Arabia, UAE, Ethiopia, Burundi, Tanzania and the Halal market.

Foreign affairs in general and economic diplomacy in particular must be proactive, resolute and comprehensive, making substantial contributions to the realization of the country's growth and development goals.

Vietnamese representative agencies abroad have implemented nearly 300 trade, investment and tourism promotion activities; supported localities in organizing more than 150 trade and investment promotion activities of localities at home and abroad... In his concluding remarks at the conference, Prime Minister Pham Minh Chinh conveyed the warm regards, best wishes and best wishes from General Secretary To Lam and other Party and State leaders to the delegates; stating that the conference aimed to strengthen the connection between Vietnam's economy and the world's economies; connecting businesses with businesses, connecting cooperation through Vietnamese embassies abroad... are necessary tasks to implement Resolution 59-NQ/TW of the Politburo. The Prime Minister stated that the situation was changing very quickly, so there must be flexible, appropriate and timely policies to respond to the situation.
Looking back over the past 6 months, the Prime Minister pointed out that the macro-economic situation was basically stable, inflation was controlled, major balances were ensured; public debt, government debt, and foreign debt were under control; independence, sovereignty, and territorial integrity were maintained; and foreign affairs were a bright spot. The Prime Minister affirmed that these achievements were partly thanks to the active contributions of Vietnamese representative agencies abroad. On the occasion of the 80th National Day and the 80th anniversary of the Diplomatic Sector's tradition, the Prime Minister requested the Ministry of Foreign Affairs to reward individuals and groups that have made positive contributions to the Diplomatic Sector; review agencies and individuals who have not performed well and need to be held accountable.
The Prime Minister pointed out that the current world situation is changing very quickly and unpredictably, so Vietnamese Ambassadors and Consuls General abroad must have a firm grasp of the local situation and the situation of "partners-objects", forecast, evaluate, report and propose solutions, especially not to let the Party and State leaders be passive or surprised in foreign affairs.
The Prime Minister emphasized the goal of creating an environment of peace, cooperation and development; ensuring economic growth of over 8% this year; promoting relations in the direction of building an independent, diversified, multilateral diplomacy, being good friends and good partners with all countries in the world, being a responsible member of the international community for the goal of peace, cooperation and development. Resolutely building an independent, self-reliant economy but actively and proactively integrating into the international community in a practical and effective manner, thereby restructuring the economy with both difficulties and challenges but also opportunities and advantages.
The Prime Minister emphasized that Vietnam does not depend on a single market; it must diversify markets, production chains, and supply chains.
Therefore, the Prime Minister requested that Vietnamese representative agencies abroad and professional associations must coordinate closely to do this work; economic diplomacy is one of the focuses of new-age diplomacy; therefore, it is necessary to connect with economies more closely, comprehensively and inclusively. In fact, Vietnam still has a lot of room to do this.
The Prime Minister requested Ministers, Ambassadors, Chairmen of People's Committees of provinces and centrally-run cities, and associations to implement high-level agreements between Vietnam and countries and partners.
The Prime Minister gave an example of rice, Vietnam can ensure food security for countries, demonstrating Vietnam's responsibility to the international community, contributing to raising Vietnam's position in the international arena. Promote the signing of FTAs that have high-level agreements such as with Bangladesh, Pakistan, Nigeria... because otherwise, opportunities will be lost. When there is an opportunity, we must accelerate, break through, be swift and bold. Ambassadors must focus on concretizing the work. Attract foreign and domestic experts to achieve the goals.
Regarding specific tasks, the Prime Minister suggested firmly grasping the situation, promoting policy consultation dialogue on economic development issues, researching issues of a far-sighted, broad-minded, deep-thinking, big-minded nature, and accurately assessing partners. Continuing to deepen relations with neighboring countries, major countries, and important partners on the basis of trust, sincerity, and harmonization of interests, creating new breakthroughs, and effectively resolving major issues arising in the relationship. Promoting and organizing high-level foreign affairs activities well from now until the end of the year; diversifying and flexibly exchanging and contacting forms at all levels and channels; creating a favorable environment for enhancing cooperation in all fields.
Continue to prioritize growth promotion, focus on renewing traditional growth drivers, and at the same time strongly promote new growth drivers. Promote foreign investment in Vietnam and Vietnamese investment abroad. In particular, for investment as one of the traditional growth drivers, it is necessary to focus on attracting investment in science and technology and innovation. Research products that are beneficial to Vietnam, promote domestic consumption.

Regarding new growth drivers such as green transformation, green growth, circular economy, and knowledge economy, the Prime Minister requested to promote cooperation with partners, including taking advantage of cooperation mechanisms with countries that Vietnam has participated in, especially the JETP and AZEC mechanisms. Synchronously deploy solutions to diversify markets, exploit 17 existing FTAs, promote the signing of FTAs with the Middle East, Africa, South Asia, Brazil, etc. Support businesses in key processing and manufacturing industries (technology, electronics, automobiles, machinery, textiles, footwear, etc.) to expand exports, invest, and do business effectively abroad, and participate in the global supply chain.
Accelerate the implementation of Resolution 222/2025/QH15 on the International Financial Center in Vietnam. Continue to proactively and flexibly adapt to the new situation of international trade and investment. Thinking must be innovative, action must be decisive, not formalistic. The Government continues to negotiate with other countries.
"We must be very calm and ready to face difficulties. Continue to promote the effective implementation of Resolutions 57 and 59-NQ/TW of the Politburo; industry associations must closely coordinate and unite with each other," the Prime Minister emphasized.
The Prime Minister also believes that the Ambassadors and industry associations must strive to overcome difficulties and pressures, with a high spirit of determination, great efforts, and decisive actions; what is said must be done, what is said must be done, what is committed must be done, what is done must have concrete results; promote intelligence, respect time, and make timely decisions. "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, and the Fatherland expects, so we only discuss action, not retreat."
