Accordingly, the Chairman of the Provincial People's Committee and Chairman of the Provincial Emulation and Reward Council commented as follows:

Agencies, organizations and units under the emulation clusters and blocs of the province, based on their functions, tasks and powers, are responsible for thoroughly understanding and implementing the contents of Directive No. 39/CT-TTg dated October 15, 2024 of the Prime Minister, focusing on implementing the following key tasks: Continuing to thoroughly understand and widely propagate President Ho Chi Minh's thoughts on patriotic emulation, the Party's guidelines, policies and laws of the State on emulation and rewards; proactively organizing and launching special emulation campaigns from now until the end of 2025 to strongly arouse patriotism, national self-reliance and self-reliance, aspirations for national development, and promoting the combined strength of the entire political system.

At the same time, strengthen the leadership of Party committees at all levels, the role and responsibility of the government, organizations and leaders in organizing emulation movements and implementing policies and laws on emulation and rewards; through emulation movements, promptly discover, foster, summarize and replicate advanced models; well organize conferences of advanced models at all levels and in all sectors, create motivation and a vibrant competitive atmosphere to well organize the 6th Patriotic Emulation Congress of Tuyen Quang province (2025-2030), towards the 11th National Patriotic Emulation Congress and Party congresses at all levels towards the 14th National Congress of the Party; continue to improve the quality of commendation work, create strong and substantial changes, ensure the principle of accurate, public, fair and timely commendation, with the effect of motivating, educating and setting an example.

The Department of Home Affairs shall preside over and coordinate with relevant agencies to guide, inspect and urge agencies, organizations and units to implement the contents of this Document; monitor, synthesize and report implementation results according to regulations.

The provincial press and information agencies are responsible for strengthening, innovating and diversifying information and propaganda activities on President Ho Chi Minh's patriotic emulation ideology, the Party's guidelines and policies, and the State's policies and laws on emulation and rewards.

Propose that the Provincial Vietnam Fatherland Front Committee, provincial socio-political organizations, and provincial-level mass organizations continue to effectively implement emulation movements, mobilize union members, association members and people to actively participate, contributing to the successful implementation of the socio-economic development plan for 2024 and 2025 and the 5-year plan (2021-2025), making achievements to welcome party congresses at all levels towards the 14th National Congress of the Party and the 11th National Patriotic Emulation Congress.
