Accordingly, the Department of Industry and Trade proposed solutions to implement 6 key tasks, including: Renewing thinking, reaching high consensus on awareness and action, arousing national belief and aspirations, creating new impetus and new momentum for the development of the private economy; promoting reform, improving and improving the quality of institutions and policies, ensuring and effectively protecting ownership rights, property rights, freedom of business, equal competition rights of the private economy and ensuring contract enforcement of the private economy; facilitating the private economy to access resources of land, capital, high-quality human resources; strengthening connections between private enterprises, private enterprises with state-owned enterprises and FDI enterprises; rapidly forming and developing large and medium-sized enterprises, attracting a number of large private economic groups with national and international brands to operate in the province; promoting business ethics, promoting social responsibility, strongly promoting the entrepreneurial spirit, creating all favorable conditions for enterprises to participate in national governance.
In addition, the Department also proposed a number of tasks to implement Plan No. 2712, dated August 26, 2025 of the People's Committee of Khanh Hoa province on developing private economic zones in the province such as: Coordinating with localities to implement regulations on reserving at least 5% of the total industrial land fund invested in industrial cluster infrastructure for high-tech enterprises, small and medium enterprises, and innovative start-up enterprises to lease or sublease; developing regulations and policies to support trade promotion activities in Khanh Hoa province; implementing solutions to promote the development of logistics services in the province; taking the lead in implementing tasks to fight against smuggling, trade fraud and counterfeit goods to protect the legitimate rights and interests of enterprises and business households in accordance with the law.
