Accelerating disbursement of public investment capital from ODA sources

On the afternoon of October 15, the Ministry of Finance held a conference with ministries, branches and localities on the disbursement of public investment using foreign capital (ODA) in 2025.

Deputy Minister of Finance Tran Quoc Phuong chaired the conference. Attending the conference were representatives of leaders of ministries, branches, units and localities.

The conference is connected online to provinces/cities across the country.

In 2025, the total ODA capital plan assigned to units and localities is more than 23,416 billion VND, of which ministries and branches are assigned more than 11,060 billion VND; localities are assigned more than 12,356 billion VND. In addition, the ODA capital source from 2024 to 2025 is more than 2,178 billion VND.

Regarding the disbursement situation, as of October 14, 2025, the ODA capital ratio assigned to ministries, branches and localities has been disbursed at 18.7%, equivalent to VND 4,372 billion. Of which, 9 ministries, branches and localities have a disbursement rate of 0%; 22 ministries, branches and localities have a disbursement rate of 0 - 20%; 10 ministries, branches and localities have a disbursement rate of over 20%.

It is estimated that by the end of October 2025, the disbursement rate of ODA capital in 2025 will be about 20%, much lower than the same period 3 years ago.

The reason for the slow disbursement of ODA capital is that some projects have been disbursing both the 2025 and 2024 capital plans for a long time; projects have been allocated capital and completed investment procedures but are slow to implement investment readiness work; many projects have to carry out procedures to adjust investment policies, adjust projects, adjust loan agreements, and adjust capital plans; problems due to slow receipt of no objections from donors or approvals from donors for bidding documents and documents related to loan agreement amendments.

In addition, the merger of ministries, central and local agencies, and the transition to two-level local government requires some projects to adjust the names of governing agencies and project owners in loan agreements with donors.

Speaking at the conference, Deputy Minister of Finance Tran Quoc Phuong said that in order to speed up the progress of ODA projects, Vietnam has made efforts to improve the legal framework to shorten the time from project preparation to negotiation and signing of loan agreements. However, with the current disbursement situation, achieving the disbursement rate of the capital plan assigned in 2025 for foreign capital sources as directed by the Prime Minister is very difficult.

The Ministry of Finance requested ministries, branches and localities to promptly deploy procedures and contents under their authority; focus on urging and accelerating the disbursement of public investment capital from ODA sources assigned in 2025.

At the same time, review and evaluate the ability to complete procedures and disburse capital for ODA projects, and report to the Department of Finance for timely handling. In addition, it is necessary to persuade donors to simplify procedures to facilitate ODA capital disbursement in the coming time.
