29 provinces and cities requested to ensure dike safety during flood season

The Ministry of Agriculture and Environment recommends that localities prepare human resources, materials, means, and equipment to proactively deploy when incidents or situations occur according to the motto "4 on-site."

The Ministry of Agriculture and Environment has just sent a document to the People's Committees of 29 provinces and cities with dikes, requesting them to ensure the safety of the dike system during the 2025 flood season; absolutely not to be passive, surprised, or to not allow interruptions in the process of arranging and organizing local governments at two levels.

The document signed by Deputy Minister Nguyen Hoang Hiep and sent to localities on the morning of September 10 clearly stated: In the recent past, natural disasters have occurred across the country in extreme, abnormal, and irregular ways; many dangerous incidents have occurred on the dike system, causing unsafe flood protection of the dikes, such as the Van Thai self-flowing drainage culvert on the right dike of Thai Binh having broken joints and sinking culvert bodies; the incident of widespread efflorescence at the suction tank of Cam Bao pumping station on the right dike of Cau, Bac Ninh...

Implementing the direction of the Party Central Committee in Official Dispatch No. 65-CV/TW dated June 13, 2025, the direction of the Prime Minister in Directive No. 19/CT-TTg dated June 19, 2025, to ensure the safety of the dike system, the Ministry of Agriculture and Environment requests the People's Committees of provinces and cities to urgently direct the inspection and review of all dike works and dike protection plans in the area.

Localities prepare human resources, materials, means, and equipment to proactively deploy when incidents or situations occur according to the motto "4 on-site."

In particular, localities should pay attention to assigning, decentralizing, and clearly defining the responsibilities of each agency, unit, and individual to prepare and implement, absolutely not being passive, surprised, and not allowing interruptions in the process of arranging and organizing local governments at two levels and arranging and reorganizing provincial and municipal departments of agriculture and environment after the merger.

At the same time, localities must urgently complete the repair and remedy of incidents and damages to dike works in the area according to the direction of Deputy Prime Minister Tran Hong Ha in Document No. 5183/VPCP-NN dated June 11, 2025; report the situation and implementation results to the Ministry of Agriculture and Environment before July 25, 2025 for synthesis and reporting to the Prime Minister.

Localities with dykes need to ensure the safety of the dyke system during the 2025 flood season, including: Tuyen Quang, Lao Cai, Thai Nguyen, Phu Tho, Bac Ninh, Hung Yen, Hai Phong, Quang Ninh, Hanoi, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Lam Dong, Khanh Hoa, Dong Nai, Ho Chi Minh City, Tay Ninh, Dong Thap, An Giang, Vinh Long, Can Tho, Ca Mau./.
