The Minister said that after more than 2 months of operation, the local government at 2 levels recorded changes, progress and positivity in many aspects of organizational structure, administrative procedure settlement as well as functions, tasks and authority of government levels, especially at the commune level.
However, in addition to the achieved results, the implementation also revealed many difficulties and limitations that need to be urgently resolved. In particular, the structure, quantity and quality of the staff, especially at the commune level, are still inadequate, with some places having excess, others lacking, and many positions not meeting the requirements of the tasks.
"Although there has been a lot of progress in handling administrative procedures for people and businesses, there are still problems, especially in online handling and procedures related to land and investment. In addition, the capacity of social governance and socio -economic development management of many communes is still limited. The implementation of decentralization, delegation of power, and division of authority between levels of government is still not synchronous, and there are many confusions," the Minister assessed.
Regarding upcoming tasks, Minister Pham Thi Thanh Tra requested ministries and branches to focus on removing difficulties and ensuring the effectiveness of the two-level local government model.
The Minister of Home Affairs pointed out the lack of uniformity and lack of synchronization in the reporting data of ministries and branches on the implementation of decentralization and delegation of powers, leading to discrepancies in the data. To resolve this situation, the Ministry of Home Affairs proposed that the First Deputy Prime Minister chair a meeting with all ministries to review and unify the data before reporting to the Politburo .
"Another major issue that must be reported to the Politburo this September is the adjustment of salaries and allowances. Accordingly, the Ministry of Home Affairs proposes to adjust three groups of allowances associated with the organization, administrative units and operation of two-level local governments. These are leadership position allowances, regional allowances and special allowances," Minister Pham Thi Thanh Tra stated.
Regarding the adjustment of basic salary, the Minister said that it is necessary to summarize Resolution 27 on salary policy reform, from which to calculate a long-term strategy for salary reform.
Another content that needs to be reported to the Politburo is to review and complete job positions. Currently, the job position system has many changes; although there was a job position framework before, it now needs to be adjusted accordingly.
The Ministry of Home Affairs has sent a document to ministries and branches and requested them to coordinate in reviewing and synthesizing to soon report to the Politburo, as a basis for determining the staffing of each ministry, ministerial-level agency, government agency and local government. According to the Minister, this is a very big and difficult issue, requiring close coordination for effective implementation.
Nearly 80,000 people have been paid severance pay.
Minister Pham Thi Thanh Tra requested ministries and branches to focus on removing obstacles in handling administrative procedures, especially in the fields of land, investment and construction. Training and guidance should be enhanced to help localities effectively implement decentralization, delegation of power and assignment of authority, avoiding confusion and delay.
At the same time, it is necessary to focus on building specialized databases and promoting digital transformation to ensure the goals of effectiveness and efficiency of operations of two-level local governments.
In particular, Minister Pham Thi Thanh Tra noted the need to completely resolve the regime and policies for officials, civil servants and public employees who quit their jobs according to Decree 178 of the Government: "Up to now, out of a total of more than 106,000 cases of quitting their jobs according to this policy, nearly 80,000 people have been paid the regime. The Ministry of Home Affairs requests the Ministry of Finance, ministries, branches and localities to focus on coordinating to completely handle the remaining number, ensuring speed and transparency."
According to the Minister, although many ministries and branches have paid attention and accompanied the localities, there are still some ministries that have not really been close. She suggested that the ministries assign a deputy minister to be directly in charge and monitor the situation to promptly resolve difficulties for the grassroots. At the same time, local authorities must also promote more proactive, flexible and dynamic activities in the operation process, avoiding a passive mentality, waiting for instructions from the Central Government.
To ensure progress, the Ministry of Home Affairs proposed that the Prime Minister chair a meeting to discuss and agree on four major issues before reporting to the Politburo. The first is the issue of decentralization, delegation of power and assignment of authority after two months of implementation.
The second is to evaluate cadres and civil servants according to the provisions of the Law on Cadres and Civil Servants, and at the same time review, classify and determine administrative unit and urban standards. The Ministry of Construction has basically completed this content in coordination with the Ministry of Home Affairs.
Third is the job position framework. Fourth is the adjustment of salary and allowances for organizational arrangement.
"These are all important issues that need to be reported to the Politburo this month," Minister Pham Thi Thanh Tra emphasized.
