The document clearly stated: currently, due to the impact of heavy rain, floods on Cau River, Thuong River, Luc Nam River are rising rapidly. According to the forecast of the National Center for Hydro-Meteorological Forecasting, the flood peak on the rivers will exceed warning level 3, the possibility of especially high floods on these rivers.
To ensure the safety of the dike system, the Ministry of Agriculture and Environment requests the People's Committees of provinces and cities to direct relevant agencies and units to closely monitor the development of flood water levels on river banks and the situation of dikes; deploy dike protection plans in practice, protect key areas of weak dikes, locations where incidents have occurred but have not been handled or repaired, and unfinished dike works to ensure safety. In particular, pay special attention to dike sections close to rivers, which are often eroded, leaking, and landslides during floods, and weak and damaged culverts on dike routes.
Strengthen inspection work on dyke routes, strictly carry out patrolling and guarding work to protect dykes during the rainy and flood season according to the provisions of Circular No. 01/2009/TT-BNN dated January 6, 2009 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment), promptly detect and handle incidents and situations that may occur from the first hour. Be responsible before the law if there is an insecurity of the dyke system due to failure to carry out patrolling and guarding work according to the provisions of law.
Prepare human resources, materials, vehicles, and equipment to protect the dikes according to the "4 on-site" principle, ensuring the safety of the dikes. Timely report dike incidents to the Ministry of Agriculture and Environment (through the Department of Dike Management and Natural Disaster Prevention and Control) for coordination and direction.
According to the Bac Ninh Province Hydrometeorological Station, from October 6 to 8, the water level of rivers in the province is likely to experience a flood with an amplitude of 2-6m. On the Luc Nam River at Cam Dan and Luc Nam Stations, the possibility of reaching from alert level 2 to alert level 3, at Chu is forecast to be above alert level 2. On the Thuong River and Cau River, the forecast is at alert level 2 to alert level 3. On the Duong River at Ben Ho Station, the water level is likely to be at alert level 1 to above alert level 1.
This morning, the Provincial Civil Defense Command issued telegrams issuing alarm No. 1 on Cam Dan and Luc Nam rivers (at Cam Dan Hydrological Station); alarm No. 2 on Thuong River (at Cau Son Hydrological Station); No. 1 on Thuong River (at Phu Lang Thuong Hydrological Station); No. 1 on Cau River (at Dap Cau Hydrological Station).
