Proposal to convert fuel of Quang Tri Thermal Power Plant project from coal to LNG

This afternoon, February 27, Acting Chairman of the People's Committee of Quang Tri province, Ha Sy Dong, chaired a working session with the consortium of investors T&T Group Joint Stock Company and SKI E&S Company Limited on the proposal for the Quang Tri LNG Thermal Power Plant project.

At the meeting, representatives of the investor consortium T&T Group Joint Stock Company and SKI E&S Company Limited gave an overview of the Quang Tri LNG Thermal Power Plant project. According to the investors, the investment proposal to convert the fuel of the Quang Tri Thermal Power Plant project from coal to LNG proposed by the investor consortium will contribute to the socio-economic development of Vietnam in general and Quang Tri province in particular.

In comparison, _gas- fired power generation emits about 56% less CO2 and 66% less NOx than coal-fired power generation, ensuring both a stable power supply and being environmentally friendly. Gas-fired power generation is more energy efficient than coal-fired power, as the energy input required by a gas-fired power plant is only 73% of the energy input required by a coal-fired power plant.

In terms of energy efficiency, CO ₂ emissions from gas-fired power generation are only about 41% compared to coal-fired power for the same electricity output. The economic efficiency of the project is enhanced through the shared use and expansion of the LNG terminal capacity of the Hai Lang LNG project phase 1. The power source using renewable natural gas from LNG has the ability to run quickly in the background, ready to supplement the system when renewable energy sources reduce power generation, while emitting less CO ₂ .

With timely review and approval of administrative procedures before construction, the Quang Tri LNG fuel conversion project (independent development) can achieve the commercial operation target (COD) by 2030.

When the integrated development model (sharing LNG terminal with Hai Lang LNG project) is implemented, the COD target can be shortened before 2030 (due to shortening construction time by not having to build an additional LNG terminal); total investment cost can be reduced (by utilizing existing LNG terminal and improving operational efficiency).

The consortium of investors proposed that the Provincial People's Committee support and submit a written proposal to the Government and the Ministry of Industry and Trade on the proposal to convert and add to the adjusted Power Plan VIII. The consortium of investors committed to implementing the project to meet the 2030 operating schedule in case it is assigned by the competent authorities to be the investor and support in the next steps of the project implementation.

Concluding the meeting, Acting Chairman of the Provincial People's Committee Ha Sy Dong emphasized: The province will have a written proposal to the Ministry of Industry and Trade to hold a meeting between the Ministry of Industry and Trade, Quang Tri province and the consortium of investors to discuss fuel conversion and work to implement the Quang Tri LNG Thermal Power Plant project.

If the Government and the Ministry of Industry and Trade agree to convert fuel from coal to gas, then the project will be implemented. If the proposals are not approved, the province will ask investors to implement the thermal power project or study the investment in another LNG project in Quang Tri, because the province still has many conditions to meet the requirements of investors.

In addition, the province also hopes that T&T Group Joint Stock Company and SKI E&S Company Limited will pay attention to and research investment in building wind power projects in the mountainous and offshore areas of Quang Tri province. The province is committed to accompanying and ready to cooperate with investors to carry out the fastest documents and procedures as well as have preferential policies for investors when implementing projects in Quang Tri.
