Proposal for a sandbox mechanism to test AI policies in public administration

On September 19, the Hanoi Department of Justice organized a workshop to collect opinions from departments and branches on the implementation plan of the Government's Project "Digital transformation in legal dissemination and education (PBGDPL) for the period 2025-2030" in Hanoi.

The opinions expressed unanimously that digital transformation in PBGDPL is not an option, but an inevitable requirement determined by the consistent policies of the Party, State and Hanoi city.

In phase 1 (2025-2027), Hanoi city will perfect institutions and legal policies to promote digital transformation in the dissemination and education of law to ensure consistency, efficiency, feasibility, and conformity with the Party's guidelines and the State's policies and laws.

Ms. Vu Thi Thanh Tu - Head of the Legal Dissemination Department, Hanoi Department of Justice said that the plan to implement the Project aims to comprehensively and fundamentally innovate the management work and methods of organizing and implementing legal dissemination activities for people and businesses through prioritizing the application of digital technology combined with appropriate traditional methods.

At the same time, the plan ensures the provision of timely, accurate, convenient legal information, reaching all subjects, enhancing interaction; improving effectiveness, efficiency, optimizing costs, and substance, maximally meeting the needs of people and businesses in the city to learn and study the law.

It is expected that Hanoi will upgrade and complete the city's PBGDPL electronic information portal (https://pbgdpl.hanoi.gov.vn/); connect and share in accordance with the national PBGDPL electronic information portal; build a shared PBGDPL digital data warehouse; connect, share and synchronize data with the electronic information portals/pages of departments, branches, sectors, unions, units, and commune-level People's Committees in the city...

Notably, to enhance two-way interaction, the city's departments, branches, sectors, unions, units, and People's Committees at the commune level in the city will build a column "Disseminating legal education"; a column "Online legal dialogue" on the electronic information portal/page and maintain regular news and articles to disseminate legal education in depth on the sector and issues of public concern in the locality.

The city also aims to ensure that at least 90% of people living in urban areas and at least 70% of people living in rural areas have access to and learn about legal information and legal documents through databases, digital applications, and digital technology.

From the practice of managing students - a generation born and raised in the digital age, familiar with the internet, social networks and smart devices, the representative of the Department of Education and Training proposed to build and develop a unified digital legal knowledge platform of Hanoi as a common "bank" of legal knowledge for the whole city, contributing to the completion of the above goal.

This platform will have a diverse document repository, classified by each level of education and age (preschool, primary, secondary, high school...). The content will be presented in many rich formats such as animated videos, short videos in TikTok format...; lectures, legal stories in audio format so that they can be listened to anytime, anywhere and to create excitement when experiencing. The platform will have a mechanism for schools and teachers to post and share their creative PBGDPL products. The Department of Education and Training will have an Appraisal Council to censor and ensure the quality of the content before putting it into the common learning materials repository. This not only encourages creativity, but also creates a community for sharing digital knowledge about the law.

In the field of administrative reform, the Hanoi City Public Administration Service Center believes that it is necessary to build a unified national virtual assistant platform; standardize data on administrative procedures that can be read and understood by AI; invest in technology resources and AI human resources; and have a sandbox mechanism to test AI policies in public administration. Because AI is no longer a technology of the future, but a tool of the present. Applying AI in the dissemination of administrative procedures will not only help improve the quality of service to the people, but also contribute to building a transparent, friendly, effective and modern public administration.
