Investment proposal for Hanoi – Vientiane Expressway Project, Vinh – Thanh Thuy section, capital of 18,500 billion VND

The Hanoi – Vientiane Expressway project, Vinh – Thanh Thuy section, is located entirely in Nghe An province with a length of about 65 km.

Project Management Board 85 has just requested the Ministry of Transport to appraise and approve the Pre-Feasibility Study Report of the Hanoi - Vientiane Expressway Project, Vinh - Thanh Thuy section.

This project starts at the intersection with the North-South Expressway, East section Dien Chau - Bai Vot, at Hung Tay intersection, Hung Nguyen district, Nghe An province; ends at the Thanh Thuy - Nam On border gate area, Vietnam - Laos border. The route runs entirely within Nghe An province with a total length of about 65 km.

According to the Road Network Planning for the period 2021-2030, with a vision to 2050, the Hanoi - Vientiane Expressway Construction Investment Project, Vinh City - Thanh Thuy section has a scale of 6 complete expressway lanes, designed speed of 100-120 km/h (difficult sections designed speed of 60-80 km/h). The roadbed width for the section designed speed of 100-120 km/h is 32.25 m; the section designed speed of 60-80 km/h is 29 m.

However, based on the forecast results of transportation demand and the calculation results of the demand for lanes on the scale of the route, Project Management Board 85 proposed the scale of phase 1 to invest in a complete 4-lane expressway with a roadbed width of 24.75 m for the design speed section of 100-120 km/h; and 22 m for the design speed section of 60-80 km/h.

If implemented on a scale of 4 complete lanes (roadbed width from 22 m to 24.75 m); bridges on the route on a scale of 4 complete lanes (bridge deck width from 22 m to 24.75 m); deep excavation and embankment locations on a scale of 6 complete lanes (roadbed width from 29 m to 32.25 m), the total investment of the Project is estimated at about 18,500 billion VND.

Project Management Board 85 plans to prepare for investment in the Project from 2024 to 2025; the implementation phase is from 2026 to 2029.

The Hanoi – Vientiane Expressway project forms the shortest, high-speed route connecting the Lao capital Vientiane to the Vietnamese capital Hanoi, creating favorable, high-speed traffic conditions for vehicles from the capital Vientiane to Vietnam's coastal economic zones.

The Hanoi – Vientiane Expressway is the premise for forming a development axis in the East-West economic corridor, connecting countries in the Mekong River, Indian Ocean and Pacific Ocean regions, shortening the distance and transportation time compared to sea routes.

This will be an important traffic artery promoting connectivity to support socio-economic development of the two countries and the region, and is also of great significance in ensuring national defense and security.

Currently, the Hanoi - Vinh expressway along the North-South expressway axis has been formed, accordingly, the establishment and completion of the Pre-Feasibility Study Report according to the expressway standards of Vientiane - Pak-xan - Thanh Thuy - Hanoi, in which priority is given to the section from Vinh to the Thanh Thuy - Nam On border gate pair to serve as a basis for allocating investment resources, is extremely necessary according to the policy of the two Parties and the two Governments of Vietnam and Laos.
