This is one of the contents in the official dispatch of the Ministry sent to the Ministry of Education and Training on coordination and direction of implementing health insurance for students .
This move aims to increase health insurance coverage in schools, ensuring health care rights for students.
Specifically, the Ministry of Finance requested the Ministry of Education and Training to direct the Departments of Education and Training, facilities, and vocational training establishments to strengthen propaganda and dissemination of the Party's policies and the State's laws on health insurance, especially the Law on Health Insurance to students and parents, identifying participation in health insurance as compulsory for students; focusing on the right to primary care in schools.

The Department of Education and Training coordinates with the Department of Health, the Provincial Insurance and relevant departments and branches to advise and report to the Provincial Party Committee and the Provincial People's Committee on the implementation of health insurance policies for students in the area; and includes the target of 100% of students participating in health insurance in the criteria for annual assessment, classification and emulation of educational institutions.
At the same time, propose the Provincial People's Committee to submit to the Provincial People's Council to support additional health insurance premiums from the local budget for students; develop plans and solutions to implement health insurance for students to ensure 100% of students participate in health insurance.
In addition, the Departments of Education and Training need to organize inspections and supervision of the implementation of health insurance regulations in educational institutions; promptly handle cases of non-compliance with regulations and annually evaluate the results of health insurance implementation for students to promptly encourage and reward organizations and individuals with achievements.
According to the Ministry of Finance, the implementation of health insurance for students has achieved positive results in recent times. Many educational institutions have had 100% of students participating in health insurance for many consecutive years, however, there are still some educational institutions with low rates of students participating in health insurance.
For example, in Ho Chi Minh City, there are still 27 universities with low results such as: Kent College (22.22%), College of Transport (25.97%), Hoa Sen Vocational College (52.46%), Vietnam-Germany University (79%), Ho Chi Minh City University of Management and Technology (83%).
According to the Vietnam Social Security Agency, each year millions of students benefit from the health insurance policy. Many students with incurable or chronic diseases such as kidney failure, cancer, heart disease, etc. have had their medical examination and treatment costs paid by the health insurance fund from hundreds of millions to billions of dong.
By the end of June 2025, the whole country had 20.8 million students participating in health insurance, accounting for 98.4% of the total number of students. Also in the first 6 months of 2025, 4.3 million students went to see a doctor for health insurance, equivalent to 2,075 billion VND paid by the health insurance fund.
In particular, according to Decree 188/2025 detailing and guiding the implementation of a number of articles of the Law on Health Insurance, from July 1, 2025, the level of health insurance contribution support for students will be increased from 30% to at least 50%.
