Provincial Party Secretary Ho Quoc Dung: Aspiration to rise up and firmly enter the new era

(GLO)- During the 2020-2025 term, Gia Lai has overcome many difficulties and challenges, achieved important and comprehensive results in all fields, creating momentum and strength for a new development path.

Entering the 2025-2030 term, Gia Lai province aims to become a fairly developed province in the country, a center of processing industry, renewable energy, and high-tech agriculture in the Central Highlands region.

Comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of Gia Lai Provincial Party Committee took time to share with Gia Lai Newspaper and Radio and Television about the past journey and development orientation in the coming time.

A solid foundation to enter the new phase

Dear Comrade Provincial Party Secretary, the 2020-2025 term is a period of many difficulties and challenges, but it is also a period when the province has achieved many important results. Could you please give a general assessment of the recent development journey?

COMRADE HO QUOC DUNG: In the past term, we implemented the Resolution of the 20th Binh Dinh Provincial Party Congress and the Resolution of the 16th Gia Lai Provincial Party Congress in the context of the Covid-19 pandemic, global economic and political fluctuations, and the process of large-scale administrative unit rearrangement.

However, thanks to the close leadership and direction of the Central Government, the solidarity and determination of the entire political system and the consensus of the people, we have achieved outstanding results.

Binh Dinh province has achieved and exceeded 21/22 targets of the Resolution, Gia Lai province has achieved and exceeded 14/23 targets of the Resolution. In particular, the average economic growth rate in the 2020-2025 period reached 6.71%; GRDP per capita reached 3,555 USD/year; economic structure shifted in the right direction with the proportion of industry-construction and services accounting for 68.9%; budget revenue by the end of 2025 is estimated at 27,000 billion VND. Tourism grew strongly, the number of visitors in 2025 is estimated at 12.4 million, exceeding the plan by 22.77%.

Socio-economic infrastructure has been invested synchronously, raising the urbanization rate by 2025 to 42.7%. The investment environment has been significantly improved, attracting 778 domestic projects with a total capital of over VND 285 trillion, 38 FDI projects with a total capital of 1.75 billion USD; over 13,700 newly established enterprises.

People's lives have improved significantly. The poverty rate has decreased to 2.24%; over 12,500 temporary houses have been eliminated and over 4,400 social houses have been built. Education, health care, social security, ethnic and religious policies have all been implemented with attention. National defense and security have been maintained, foreign affairs have been strengthened, especially cooperation with the provinces of Southern Laos and Northeastern Cambodia.

Party building and political system building have been given attention. Implementing the Central Government's policy, the province has reorganized administrative units, streamlined the organizational apparatus, reduced 28 district-level administrative units, 238 commune-level administrative units, and over 3,000 cadres, civil servants, and public employees; at the same time, focused on training and attracting young, female, and ethnic minority cadres.

Administrative reform, information technology application and digital transformation activities have been promoted; PCI, PAR INDEX and SIPAS indexes have been constantly improved, contributing to better serving the needs of organizations, people and businesses.

The above results have created a solid foundation for Gia Lai to enter a new phase with the aspiration of rapid and sustainable development, becoming a dynamic growth pole of the Central Highlands.

Gia Lai with “a vast land, a large population, a determined will, a united heart”, along with a stable political and social foundation, an attractive and favorable investment environment, increasingly improved infrastructure, abundant human resources, especially the tradition of solidarity, bravery, loyalty, and creativity of Gia Lai people, the province is fully qualified to realize the goal of sustainable development, improve the quality of life of the people and rise up to stand shoulder to shoulder with other provinces and cities in the country.

Become a fairly developed province by 2030

Gia Lai has the second largest area in the country with many potentials and advantages. So what development goals and breakthroughs does the province set for the 2025-2030 term, Comrade Secretary?

COMRADE HO QUOC DUNG: The Congress is not only an important political milestone, but also opens a new stage of development. With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", Gia Lai aims to build a clean and strong Party organization and political system; ensure national defense - security and social security.

Along with that, promoting tradition, cultural identity, the strength of great national unity, will and aspiration to rise up; promoting the development of science and technology (S&T), innovation, digital transformation, green transformation, private economy; building Gia Lai province to develop rapidly and sustainably, becoming a center of processing and manufacturing industry, renewable energy, high-tech agriculture, services-tourism, semiconductor chips and artificial intelligence (AI), striving to make Gia Lai province a fairly developed province and together with the whole country firmly enter a new era of development.

To realize the development aspiration, the province focuses on 5 growth pillars, which are:

(1) Focus on developing a strong processing and manufacturing industry to become a pillar of the economy; create breakthroughs in developing renewable energy industry, green industry, semiconductor industry and AI, associated with forming regional innovation centers.

(2) Developing tourism to truly become a spearhead economic sector.

(3) Developing high-tech agriculture and sustainable forestry; forming "agro-industrial bases", concentrated raw material areas, and improving the value chain of key products.

(4) Developing port-logistics services; forming logistics centers from
Le Thanh international border gate to Quy Nhon Port.

(5) Rapid and sustainable urban development; urban economy makes an important contribution to the economic growth rate of the province.

At the same time, identify 4 breakthroughs, including:

(1) Breakthrough in building and perfecting institutions on the basis of serious and effective implementation and creative application of the Party's guidelines and resolutions, the State's policies and laws, creating a foundation and driving force for Gia Lai province to rise up in the new era. Strongly innovate development thinking; shift the governance model from "management" to "creative government serving people and businesses".

Building a streamlined, strong two-level local government apparatus; an effective, efficient, and productive civil service; and dramatically improving the investment, business, and innovation environment.

(2) Promote the development of science and technology, innovation and digital transformation; consider this an important new driving force to promote the province's development. Increase investment in infrastructure for science and technology. Focus on removing bottlenecks, promoting the attraction of investors with strong financial potential, advanced science and technology in various fields to invest in the province.

(3) Promote the development of high-quality human resources to serve the economic restructuring towards industry, high-tech agriculture, digital transformation and green transformation.

Strongly innovate the work of cadres, especially leaders and managers; improve the capacity of cadres and civil servants at all levels to meet the requirements of tasks in the new situation.

(4) Create a breakthrough in investment in construction of transport infrastructure, irrigation, port-logistics infrastructure, industrial-commercial-service infrastructure, and digital infrastructure.

Prioritize investment in the transport system connecting the areas: plateau-midland-plain-coast; irrigation system (lakes, canals) to ensure irrigation water needs for growing areas, especially industrial crop growing areas.

"People are the root, cadres are the key"

Dear comrade, to realize the development goals, the work of building the Party and the political system plays a key role. So what are the key tasks and solutions that the province will implement in the coming term?

COMRADE HO QUOC DUNG: Gia Lai province identifies building a clean and strong Party and political system as a prerequisite for development, focusing on improving the leadership capacity and fighting strength of the Party organization and the quality of cadres and Party members.

The province will focus on political and ideological education, moral training, and exemplary responsibility of cadres, party members, civil servants, and public employees; at the same time, innovate mass mobilization work and closely connect with the people.

In personnel work, we will strongly innovate the work of evaluating, encouraging and protecting cadres who dare to think and act for the common good; resolutely prevent opportunism and group interests. We will pay attention to training young cadres, science and technology cadres, and ethnic minority cadres.

Strengthen inspection, supervision, prevention and fight against corruption, waste and negativity according to the motto "don't want, can't, don't dare, don't need corruption". At the same time, promote administrative reform, build digital government, transparent investment environment, create driving force for development.

And above all, it is especially important to thoroughly grasp the viewpoint that "People are the root", all policies and strategies must originate from the needs, aspirations and legitimate and legal interests of the people; taking people's happiness and satisfaction as the measure and goal to strive for.

In the fields of economics, science and technology and environment, what are the key points, sir?

COMRADE HO QUOC DUNG: In the development strategy, the province identifies the consistent goal of rapid but sustainable development, taking science and technology, innovation and digital transformation as the main driving force.

The province continues to restructure the economy, establish a new growth model, focus on digital economy, green economy, circular economy, ensuring harmony between development and environmental protection. One of the important goals is to achieve double-digit GRDP growth, from 10-10.5%/year.

The province will focus on developing processing and manufacturing industries, renewable energy, green industry, semiconductors, and AI. Developing agriculture in the direction of high technology, ecology, and deep processing; forming concentrated raw material areas for coffee, pepper, durian, passion fruit, dairy cows, etc. By 2030, Gia Lai strives to become the center of agricultural and forestry processing industry of the Vietnam-Laos-Cambodia sub-region.

In addition, the province aims to develop tourism into a spearhead economic sector, develop modern logistics associated with the global value chain. Adhering to the principle of not trading the environment for economic growth; developing a circular economy, participating in the carbon market, investing in infrastructure to respond to climate change, ensuring long-term safety for the people.

The "four pillars" as a new driving force for Gia Lai's sustainable development

The four recent resolutions of the Politburo are considered the "four pillars" important for socio-economic development. Could you please tell us how Gia Lai is implementing them?

COMRADE HO QUOC DUNG: That's right, Resolutions No. 57-NQ/TW, No.
No. 59-NQ/TW, No. 66-NQ/TW and No. 68-NQ/TW of the Politburo are truly strategic “pillars” for the country to take off. For Gia Lai, implementing the “four pillars” is not only a political task, but also an opportunity to break through and rise up.

The province will make the most of special mechanisms and policies, while at the same time arousing the spirit of self-reliance, self-improvement, and innovation of cadres, party members, and people in the province to realize the aspiration for rapid and sustainable development.

Immediately after the Politburo issued the resolutions, the Provincial Party Committee implemented them very urgently and resolutely. First of all, it organized propaganda and widespread dissemination so that cadres, party members and people could clearly understand the meaning and importance of the resolutions. It built specific action plans and programs, clearly defined goals, targets, tasks and solutions suitable to the local situation.

The Provincial People's Committee has specified detailed plans, clearly assigned responsibilities to each agency, unit, and locality; established a Steering Committee, issued operating regulations to ensure the resolution is implemented synchronously, with regular inspection and supervision.

Every month, the steering committees meet to evaluate the progress and results of implementation, requiring each sector and each locality to have specific products and results. Thanks to that, the Central Resolutions are not just slogans, but have quickly come into practice, becoming the driving force for the province's development.

The Provincial Party Congress for the 2025-2030 term is a particularly important political event. What message do you have for cadres, party members and people in the province?

COMRADE HO QUOC DUNG: This Congress is an important historical milestone, starting a new stage of development. I call on the entire Party, the entire people, the entire army, and the entire political system to promote patriotism, the tradition of solidarity, the will to self-reliance, self-improvement, and the aspiration to rise up; to join hands and unite to successfully implement the Congress Resolution.

Immediately after the Congress, each Party Committee, each cadre and Party member must quickly put the Resolution into life with practical and effective actions, creating clear changes right from the beginning of the term.

I especially emphasize: The team of leaders and managers must be truly pioneers, exemplary, close to the grassroots, listen to the people, dare to think, dare to do, dare to take responsibility for the common interest!
