Proposal to assign Ho Chi Minh City People's Committee to manage and exploit the entire Ring Road 3

(DN) - On August 15, according to the People's Committee of Dong Nai province, the Ministry of Construction issued Document No. 8103/BXD-KHTC to the People's Committee of Ho Chi Minh City and the People's Committee of Dong Nai province, requesting their agreement on the proposal to assign the People's Committee of Ho Chi Minh City to manage and operate the entire Ring Road 3 - Ho Chi Minh City.

In the document, the Ministry of Construction requested the People's Committee of Dong Nai province to study and agree on the proposal to assign the People's Committee of Ho Chi Minh City to manage and operate the entire Ring Road 3 - Ho Chi Minh City, including the section of Component Project 1A, and send it to the Ministry of Construction and the People's Committee of Ho Chi Minh City. On that basis, the People's Committee of Ho Chi Minh City is requested to synthesize and report to the Prime Minister for consideration and assign the People's Committee of Ho Chi Minh City to manage and operate the entire Ring Road 3 - Ho Chi Minh City according to regulations.

According to the Ministry of Construction, after being invested and completed, Ring Road 3 - Ho Chi Minh City will form an expressway connecting neighboring localities in the Ho Chi Minh City area. The organization and management of the entire route needs to be studied and assigned to a presiding agency to ensure comprehensiveness and synchronization. Especially, related to the management and operation of works serving exploitation and toll collection (intelligent traffic system, automatic toll collection system, etc.).

In Resolution No. 105/NQ-CP dated August 15, 2022 of the Government implementing Resolution No. 57/2022/QH15 dated June 16, 2022 of the National Assembly on the investment policy of the Ring Road 3 Construction Investment Project - Ho Chi Minh City, the Government assigned the Ministry of Construction to coordinate with the Ministry of Finance and relevant localities to develop a plan to recover project investment capital. In particular, research on the organization of collecting service fees for using expressways according to the price mechanism into the state budget. However, the management and operation tasks for this entire route have not been determined.

Meanwhile, according to the 2024 Road Law and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law, the Provincial People's Committee is responsible for managing national highways passing through special-class urban areas and national highways when decentralized.

Ring Road 3 - Ho Chi Minh City has a length of 76km. According to the plan, on August 19, Component Project 1A, Tan Van - Nhon Trach section, phase 1, invested by My Thuan Project Management Board, will be officially put into operation. Component Project 1A is one of the component projects of Ring Road 3 - Ho Chi Minh City, connecting Component Project 1 invested by Ho Chi Minh City People's Committee and Component Project 3 invested by Dong Nai Provincial People's Committee.
