Proposal for the State to decide on land prices

Land valuation is no longer based on market principles; instead, valuation must ensure the representative role of the owner and the State's right to decide on land prices.

The results of land valuation according to land valuation methods are documents for the State to refer to when deciding on land prices. This content is stated in the draft Law on amending the Land Law 2024, which is seeking comments from the Ministry of Agriculture and Environment .

Regarding the land price list, the Ministry of Agriculture and Environment proposed two amendments. Option one is that the Government issues a land price list every five years, instead of annually as at present. The land price list is built according to area and location. For areas with digital cadastral maps and land price databases, the land price list will be built for each plot. The provincial People's Committee has the right to decide if it is necessary to supplement the land price list during the year.

The second method is to remove the specific land price and reapply the land price adjustment coefficient (K coefficient). The K coefficient is the increase and decrease rate of the areas and locations specified to adjust the price in the land price table each year. The provincial People's Committee will issue the K coefficient to adjust the land price starting from the following year of the 5-year period of applying the land price table.
