Legal aid support for the poor and disadvantaged

Providing free legal services to people eligible for legal aid (LA) is not only a professional task of the Judiciary but also a political and social responsibility, clearly demonstrating the profound humanitarian, fairness and humane spirit of the Vietnamese legal system.

In recent times, legal aid (Laid) work for people eligible for Laid in general and for the poor, the disabled, and the elderly in particular has received special attention from all levels and sectors of Hanoi City.

According to Director of the Hanoi State Legal Aid Center Nguyen Tu Anh, from 2021 to May 2025, the Center provided direct legal advice to 13,750 people, including 1,727 people from poor households, 1,823 elderly people with financial difficulties, 6,069 elderly people with revolutionary contributions, and 4,131 people with disabilities with financial difficulties.

Communication activities on legal aid are carried out in many forms suitable for each group of legal aid beneficiaries, helping them know about their right to free legal aid as well as how to contact and approach the Center and how to request legal aid when having legal problems.

The Center has organized 145 legal dissemination conferences for people in communes with high rates of poor and near-poor households, and communes far from the city center; 120 legal dissemination conferences for people with disabilities; 90 legal dissemination conferences for the elderly who are eligible for legal aid; and 165 legal dissemination conferences for the elderly with meritorious services.

Ms. Nguyen Tu Anh also said that the work of participating in litigation to protect the rights and legitimate interests of the poor, the elderly, and the disabled is focused on, ensuring 100% of those eligible for legal aid when requested. The number of people eligible for legal aid in general and the poor, the elderly, and the disabled in particular has increased over the years.

The Center has assigned legal aid officers to participate in litigation to defend or protect the legal rights and interests of 2,337 people from poor households, ethnic minorities residing in areas with especially difficult socio -economic conditions, the elderly, and people with disabilities who are eligible for legal aid.

Specifically, 225 people from poor households; 1,549 people from ethnic minorities residing in areas with particularly difficult socio-economic conditions; 315 people with disabilities; 248 elderly people are eligible for legal aid. At the same time, training courses are conducted to improve professional skills for the staff implementing legal aid. The Center often organizes 15-20 training sessions to improve knowledge and professional skills of legal aid such as: skills in participating in litigation, legal advice skills for specific subjects such as people with disabilities, the elderly, the poor... for the team of legal aid officers. Organize legal seminars for legal aid officers and specialists of the Center.

According to Deputy Director of the Hanoi Department of Justice Nguyen Cong Anh, legal aid is an activity of providing free legal services to people who are eligible for legal aid according to the provisions of the Law on Legal Aid. This is not only a professional task of the Judiciary but also a political and social responsibility, clearly demonstrating the spirit of humanity, fairness and profound humanity of the Vietnamese legal system. The implementation of legal aid for the above subjects has achieved certain results.

Through legal aid activities, legal awareness of the people, especially vulnerable groups, has been gradually improved. Legal aid has also become a reliable legal support not only for the people but also for agencies and organizations in resolving arising cases. Not only contributing to protecting the legitimate rights and interests of citizens, legal aid also plays an important role in judicial reform, administrative reform, perfecting the legal system and building a socialist rule of law state.

The implementation of TGPL tasks in the National Target Programs from 2021 to present has been deployed synchronously, associated with the practical needs of each target group, promoting positive effects in protecting the rights and legitimate interests of the disadvantaged, contributing to the goal of ensuring social security and sustainable development of the Capital.
