Vietnam Private Economic Forum 2025

On the afternoon of August 13, the Quang Ninh Young Entrepreneurs Association coordinated with the Vietnam Young Entrepreneurs Association to organize the Vietnam Private Economic Forum 2025 - Local Dialogue Round of the Northern Midlands Cluster with the theme "Unleashing Potential - Creating Vietnam's Future". Attending the forum were Mr. Nguyen Van Cong, Vice Chairman of the Provincial People's Committee; Associate Professor, Dr. Tran Dinh Thien, Former Director of the Vietnam Economic Institute, Member of the Prime Minister's Policy Advisory Council; Nguyen Tien Long, Vice Chairman of the Vietnam Young Entrepreneurs Association and leaders of departments, branches, enterprises, and entrepreneurs of the Northern Midlands Cluster.

Speaking at the forum, Mr. Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, acknowledged and praised the important contributions of the business community, especially young entrepreneurs, to the development of the province. The private economy has become one of the important pillars of Quang Ninh, contributing greatly to the overall growth. In the first 6 months of 2025 alone, the province's economy grew impressively by 11.03%, ranking 8th out of 63 provinces and cities nationwide (before the administrative unit arrangement), in which the private economic sector plays a significant role.

In order for the private economy to continue to develop, the Vice Chairman of the Provincial People's Committee requested the business community and entrepreneurs to improve their strategic thinking, aiming for sustainable development; participate more deeply in domestic and foreign value chains; strongly transform to a modern and transparent governance model; apply digital technology and artificial intelligence to increase productivity and expand the market. At the same time, promote innovation; build a culture of integrity for businesses; cooperate for mutual development; cultivate professional qualities and business ethics; produce and do business in compliance with the law; maximize the advantages and potential of the province to restore production and expand the market.

In particular, the Vice Chairman of the Provincial People's Committee also requested the Quang Ninh Young Entrepreneurs Association to continue to promote its role as a bridge between enterprises and State agencies; create and foster a relationship of solidarity, cooperation and mutual assistance between enterprises; actively propose to the province to implement socio-economic development policies, mechanisms and policies related to enterprises, entrepreneurs and startups.

Implementing Resolution 68-NQ/TW dated May 4, 2025, Quang Ninh province has issued action plans ; established a provincial Steering Committee on private economic development; assigned departments and branches to propose specific policies to support this sector. Quang Ninh provincial government is committed to continuing strong administrative reforms, ensuring transparency and fairness for all businesses. In particular, reducing time and quickly handling administrative procedures, creating favorable conditions for tax payment and business licensing will be the top priority of Quang Ninh provincial government.

To effectively put Resolution 68 into practice, businesses propose: reviewing and perfecting the law towards transparency; building an official electronic information portal; digitizing procedures, reducing hassles; organizing periodic dialogues to remove difficulties; creating financial resources to help access technology at reasonable costs; allowing testing of AI models, building common AI assistant tools; proactively restructuring, investing in in-depth research and development; strengthening domestic and foreign links and cooperation...

An important highlight of the forum was the live dialogue session with the theme "Unleashing Potential - Creating Vietnam's Future". Here, experts, businesses and entrepreneurs frankly discussed the "bottlenecks" in the business environment, and at the same time made policy recommendations to concretize the Party's major policies, especially the "Quad Pillar Resolutions" (including Resolutions No. 57, 59, 66 and 68-NQ/TW on science and technology development and digital transformation; international integration in the new situation; innovation in law-making and enforcement; private economic development). Many strong solutions were proposed to perfect policies, improve the investment environment and bring the resolutions into life, including the development of appropriate support projects.

With a multi-dimensional and open dialogue mechanism, the Vietnam Private Economic Forum 2025 has truly become a bridge for the business community and entrepreneurs to share and contribute ideas for the implementation of Resolution 68 - a strategic document for the sustainable development of the private economic sector. The contents, initiatives and recommendations at the dialogue round of the Northern Midlands cluster will be compiled into the White Book on Vietnam Private Economic 2025 and presented at the Government-level plenary session scheduled to take place next September.
