By the end of September 2025, Lang Son province had nearly 6,000 registered businesses in operation, of which about 600 businesses had to design, equip and develop fire prevention, fighting, rescue and salvage plans at the business according to Decree 105 dated May 15, 2025 of the Government detailing a number of articles and measures to implement the Law on Fire Prevention, Fighting, Rescue and Salvage.

According to statistics from the Provincial Police, from 2024 to September 2025, there were 6 fires in manufacturing enterprises in the province with total property damage of hundreds of billions of VND.

The most typical is the fire that occurred at DK Viet Nhat Electric Vehicle One Member Co., Ltd. on October 4, 2024, this is the largest fire that has occurred in the province in many years. The fire caused huge property damage to the business. According to the authorities, the cause of the fire was an electrical system failure at the company's electric vehicle manufacturing factory.

Ms. Bui Thi Bich Dao, Director of DK Viet Nhat Electric Vehicle One Member Co., Ltd. shared: The unit has strictly implemented the provisions of the law on fire prevention and fighting and search and rescue. Accordingly, the unit has established a fire prevention and fighting team with 30 members, invested in a fire prevention and fighting equipment system, as well as developed a fire prevention and fighting plan, but when a fire broke out, the company's fire prevention and fighting team was still confused in handling the initial incident, leading to huge damage to the company's assets.

It is known that after 1 year of the fire, DK Viet Nhat Electric Vehicle One Member Co., Ltd. has restored production and continued to invest billions of dong in fire prevention and rescue systems.

The typical fire at DK Viet Nhat Electric Vehicle One Member Co., Ltd. in 2015 left many lessons in the unit's production and business safety work.

“To support businesses in fire prevention and fighting, the Provincial Police have designed the Fire Prevention and Fighting Handbook 4.0, which is a handbook for businesses to proactively prevent fires and explosions. In order to carry out the assigned tasks, we have transferred the handbook and guided businesses in implementing it to prevent, respond to, and handle fire and explosion incidents at businesses. In addition, we have also disseminated the latest regulations on fire prevention and fighting to 150 businesses in the province. Thereby, helping businesses clearly understand the regulations on the responsibilities of the head of the facility; the requirements to ensure fire safety for all types of production, business, and service establishments.”

Mr. Nguyen Dinh Dong, Director of Duc Tin Hung Private Enterprise, headquartered in Loc Binh Commune, said: The enterprise specializes in manufacturing construction materials and uses many specialized cars and motorbikes, which pose a very high risk of fire and explosion. From the fire at the DK Viet Nhat electric vehicle factory, the enterprise has reviewed the entire fire prevention and fighting system of the company to prevent fires and explosions during the production and business process, as well as ensure the safety of workers.

Implement "4T" in fire prevention

From the reality of fires occurring at production facilities of enterprises in 2024 and the first 9 months of 2025, enterprises in the province have paid more attention to fire prevention and fighting and search and rescue at the unit.

Many businesses, when established, have invested in very modern fire prevention equipment systems capable of detecting fires early, regularly checking systems and equipment and implementing fire prevention measures according to the "4T" motto, including: Propaganda and training - Organizing on-site forces - Practice and equipment - Self-inspection.

Mr. La Giang Nam, Director of Lang Son Construction Joint Stock Company, said: In addition to operating in the field of construction and installation of construction works, the company also has a system of factories producing construction materials. Therefore, to ensure fire prevention and fighting work suitable to the characteristics and scale of its operations, the unit regularly improves its fire prevention and fighting capacity in accordance with the spirit of "4T". In particular, the company regularly updates new regulations and conducts self-inspections to prevent fires and explosions early and from a distance, and performs well in fire prevention and fighting work. Thanks to that, in more than 20 years of operation, the company has not had any fire or explosion incidents during the production process.

Similarly, at Toyota Lang Son Joint Stock Company, fire prevention work at the unit is also seriously implemented according to the "4T" motto in accordance with the characteristics and scale of its operations. Currently, this company has established a fire prevention team with 20 officers and employees and divided into 5 groups with clear assignment of tasks, so that when an incident occurs, rescue operations are flexible. Mr. Nguyen Hung Cuong, General Director of Toyota Lang Son Joint Stock Company, said: Toyota Lang Son Joint Stock Company was established in 2022. Right from the day of establishment, we have identified fire prevention as a particularly important task and have equipped advanced specialized fire fighting vehicles and systems; designed and invested in rescue vehicles and provided full escape instructions. To operate the fire prevention system, the company sends officers and employees and updates information related to laws and decrees on fire prevention to self-improve the unit's fire prevention conditions. Vehicle and fire protection system maintenance is carried out monthly by the company to ensure equipment is always in the best operating condition.

Lieutenant Colonel Bui Huy Khanh, Head of the Fire Prevention, Fighting, Rescue and Search and Rescue Police Department (PCCC&CNCH) of the Provincial Police, assessed: In the past time, business units in the province have seriously and effectively implemented legal documents on fire prevention and rescue. At the same time, businesses have also done a good job of raising awareness of fire prevention for workers. In the coming time, we will continue to promote solutions to guide businesses to deploy and effectively implement fire and explosion prevention work in businesses.

According to statistics from 2024 to the end of September 2025, the whole province has 3,765 establishments with records and put under fire prevention and fighting management. Of which, the Fire Prevention and Fighting Police Department manages 1,309 establishments; the Commune People's Committee manages 2,456 establishments. Regarding training, the Fire Prevention and Fighting Police Department has organized training for over 500 enterprises in the area on fire prevention and fighting, etc.
