On February 25, 2025, the Government issued Decree No. 34/2025/ND-CP amending and supplementing a number of articles of decrees in the maritime sector. Specifically, Decree No. 34/2025/ND-CP amended and supplemented a number of articles of Decree No. 58/2017/ND-CP detailing a number of articles of the 2015 Vietnam Maritime Code. Accordingly, the Maritime Law amended important contents on administrative procedures, infrastructure management and new maritime services.

Mr. Tran Van Thang - Head of Infrastructure Department, Ha Tinh Maritime Port Authority said: "Regarding administrative procedures, Decree No. 34/2025/ND-CP has standardized the process of ships entering/leaving ports via the electronic system, thereby limiting direct contact and reducing the risk of harassment. Regarding infrastructure management, Decree No. 34/2025/ND-CP has empowered local port authorities in safety monitoring, maintenance of waterways and wharves to reduce dependence on the central level. Regarding new maritime services, Decree No. 34/2025/ND-CP allows the implementation of electronic maritime notices, management of tourist submersibles and accompanying logistics services... to suit the current development trend".
With the legal corridor amended and supplemented by the Government to be more open, Ha Tinh Maritime Port Authority is gradually cutting down administrative procedures, saving time and costs for ships entering and leaving the port for convenient trade. As before, to complete procedures for an international cargo ship, businesses had to wait many days to be able to leave the port. Since implementing the new regulations, electronic procedures have been shortened to only 1-2 days compared to before. Thanks to that, businesses can reduce anchoring costs, while creating transparency and competitiveness for the business environment.

Mr. Pham Quoc Luong - Deputy Director of Lao Viet International Port Joint Stock Company said: "International ships must calculate the cost of each hour of anchoring. If the procedures are delayed, the ship anchoring for an extra day can cost tens of thousands of USD. Previously, each container shipment had to do 4-5 types of paperwork with many different agencies, which took a lot of time. Currently, with the process of digitizing the entire file, the procedure only needs to be submitted through the electronic portal once and will be processed. Thanks to that, businesses save tens of millions of VND each month and shorten delivery time for partners."
According to statistics, the Ha Tinh seaport system currently has 21 wharves and 5 ports, which can receive large ships with a tonnage of over 200,000 DWT. In the first 8 months of 2025, the Ha Tinh Maritime Port Authority has received more than 2,500 ships and boats clearing customs with a cargo volume of more than 24 million tons, an increase of nearly 9% over the same period in 2024. Of which, container and general cargo account for an increasingly large proportion; requiring a more synchronous logistics system, warehouses, and support services, while also requiring a clear and stable legal corridor.

Mr. Nguyen Duc Tung, Director of Ha Tinh Maritime Port Authority affirmed: “According to the detailed planning for the development of land and seaport areas in the period of 2021-2030, with a vision to 2050 of the provinces of Ha Tinh, Quang Tri, Binh Dinh, Binh Thuan drafted by the Ministry of Construction, by 2030, Ha Tinh will have 13 ports with a total of 36 - 44 wharves, the estimated wharf length is from 7,509m to 9,653m.
The cargo throughput through the seaport system is expected to reach from 46.3 to 83.5 million tons/year. The planning will create a basis for management, attraction and selection of investors to implement port projects to serve the economic development of Ha Tinh.


In order to develop the seaport system according to the plan, in the coming time, Ha Tinh Maritime Port Authority will continue to effectively implement the amendments and supplements to the new Maritime Law according to Decree No. 34/2025/ND-CP of the Government. Accordingly, the unit focuses on simplifying administrative procedures, increasing the application of information technology, reducing the time for processing documents; clearly defining the responsibilities of enterprises in ensuring safety and preventing marine environmental pollution; expanding the scope of management to new activities such as tourist submersibles, electronic maritime notices; increasing sanctions for violations, especially for acts of late declaration and violations of maritime safety corridors.
With the synchronous implementation of Decree No. 34/2025/ND-CP of the Government, Ha Tinh Maritime Port Authority will gradually turn Vung Ang - Son Duong port into an important cargo circulation center, attracting more international trade flows to Ha Tinh to increase budget revenue.
