According to a quick report, from 3am to 5am the same day, the storm killed 9 people (Quy Nhat commune 4 people, Hai Thinh 1 person, Hai Anh 1 person, Hong Phong 1 person, Gia Hung 1 person, Chat Binh 1 person) and injured 18 people (Hai Thinh commune 5 people, Quy Nhat 2 people, Hai Anh 3 people, Hong Phong 2 people, Chat Binh 6 people).
The whole province had 11 level 4 houses collapsed, 126 houses had their roofs blown off or damaged; 5 schools and 1 medical station were affected; 2 communal house and market roofs were blown off in Nghia Hung. The electrical infrastructure was severely damaged with 53 broken electric poles, a transformer station in Hoa Lu ward burned; many billboards collapsed, and electric cables fell into the canal. Hai Thinh sea dyke collapsed in three locations (20x15m), initially treated with stone cages and concrete panels to prevent waves. In addition, many trees, rice fields, crops and livestock were also damaged, the locality is continuing to make statistics. The government has evacuated 341 households/870 people in Hai Thinh commune, and brought all 894 aquaculture workers outside the dyke to safety.
Speaking at the meeting, comrade Le Quoc Chinh, The Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Ninh Binh 2 Storm Prevention and Control Forward Command Center praised the promptness and determination of the local forces in responding promptly on the night of September 28, contributing to limiting further damage. He emphasized the need to strengthen early warnings and develop more detailed response scenarios, especially in the context of Ninh Binh being frequently affected by storms, floods, and rising sea levels.
He requested the entire political system to urgently take action, step up propaganda to raise people's awareness of natural disaster prevention; at the same time, he requested localities to develop contingency plans and proactively evacuate people from dangerous areas before natural disasters occur. Relief work must be public, transparent, and targeted, so that no household is left behind.
In his speech, Chairman of the Provincial People's Committee Pham Quang Ngoc highly appreciated the determination and urgency of the forces in the work of preventing, combating and overcoming the consequences of storm No. 10. The Chairman of the Provincial People's Committee emphasized that the phenomenon of storms and tornadoes is an unusual natural disaster situation. Immediately after the storm, the Party committees, authorities, the Fatherland Front and organizations promptly visited and encouraged the families of the victims, showing the sentiment, responsibility and good morality of the nation. He requested to be more proactive, timely, resolute, synchronous and effective in overcoming the consequences of natural disasters and incidents to ensure the safety of people and vehicles at key points. In particular, the Police force coordinated with the Military and local authorities to continue to review and resolutely evacuate 100% of people from dangerous areas. Faced with the urgent dike situation, he assigned military and border forces to mobilize and requisition all components and concrete blocks from construction works in the area to serve reinforcement and landslide prevention; assign appropriate forces, ensure absolute safety for participants, and promptly handle all situations according to the proposed plan.
The Chairman of the Provincial People's Committee requested to be prepared for the worst case scenario of a dike breach to minimize damage: continue to relocate the remaining households; organize reinforcement and dismantle makeshift, unsafe tents; resolutely protect the dike works. Regarding logistics, the Fatherland Front and organizations must coordinate with the locality to ensure necessities for people at evacuation sites. The health sector must arrange enough medicine and human resources, be ready to respond promptly, and not let the situation of medicine shortage or untimely professional handling affect people's health and lives. The command post was established right at the Commune Health Center to handle arising problems.
