Continue to make breakthroughs in attracting investment

Right from the first days of merging administrative units and implementing the 2-level local government model, Ninh Binh province welcomed many enterprises, corporations, and business associations from other countries to explore investment cooperation opportunities. This demonstrates the business community's confidence in the investment environment and potential of the province; affirming Ninh Binh's position on the national investment attraction map.

Strategic destination for businesses

In July and August 2025 alone, the province's Industrial Parks (IPs) had 8 newly registered projects; including 2 domestic projects and 6 projects with foreign direct investment (FDI), bringing the total number of projects attracted in the first 8 months of the year to 113 new secondary projects, with a total newly granted capital of more than 28.8 trillion VND and more than 920 million USD; 305 projects were adjusted, with a total additional capital of over 4.7 trillion VND and more than 520.6 million USD.

According to the Management Board of Economic Zones and Industrial Parks of the province, up to now, there have been 1,044 secondary projects in the industrial parks of the province, including 516 FDI projects, 528 DDI projects (domestic direct investment projects); total registered capital of more than 10 billion USD and nearly 128.2 trillion VND. In addition, there are 32 projects investing in building infrastructure of industrial parks, with a total investment of more than 56.2 trillion VND.

Mr. Kim Ki Moon, Chairman of the Korean Small and Medium Enterprises Association, shared: Ninh Binh province currently has many advantages for industrial development. We will strengthen propaganda and mobilize Korean enterprises to invest in the province. The Korean Small and Medium Enterprises Association wishes to cooperate with Ninh Binh province in transportation and seaport projects, and share experiences in building smart factories and artificial intelligence.

Continue to promote investment attraction activities

The great advantage of the province after the merger is its important and strategic geographical location, being the "gateway" to the South of the Northern Delta, belonging to the North-South economic corridor, the coastal economic corridor of the Gulf of Tonkin and the East-West economic corridor; the transit point of 3 major economic regions: the Red River Delta, the North Central Coast and the Central Coast, the Northern Midlands and Mountains. The province has a transport infrastructure (road, railway, waterway) conveniently connecting with Hanoi city and major economic centers of the country. Ninh Binh also has a system of schools and centers for training high-quality human resources, with an enrollment scale of over 63,000 people per year, creating a young, highly skilled workforce to serve the labor recruitment needs of businesses.

The province has a unique culture and outstanding tourism, a convergence of many typical and unique historical and cultural values ​​of national and international importance. Ninh Binh also focuses on improving the Provincial Competitiveness Index to affirm its determination to build a modern, professional administration serving the people and accompanying businesses.

Always accompanying businesses, considering the success of businesses as the success of the province, to further improve the quality of investment attraction, the province strives to reform administrative procedures, create a favorable and transparent investment environment; at the same time, strengthen support for investors in the preparation and implementation stages of project construction and throughout the production and business activities in the locality. The Management Board of Economic Zones and Industrial Parks of the province strongly promotes the effectiveness of the one-stop, one-stop mechanism, shortens travel time and reduces costs, creating favorable conditions for investors to handle administrative procedures, develop production and business.

According to the development orientation, Ninh Binh province plans 170 industrial zones and clusters. To facilitate investment attraction, industrial zones are preparing clean land to welcome the new wave of investment from enterprises in the province; at the same time, the province has planned and clearly oriented the development goals of each industrial zone, specifically: Hai Long Industrial Zone (VSIP Nam Dinh) phase 1 is a multi-industry industrial zone with advanced production technology, environmentally friendly; Trung Thanh Industrial Zone attracts supporting industries; Rang Dong Textile Industrial Zone attracts textile, garment enterprises and textile, garment supporting industries... The quality of services serving production of enterprises in the industrial zone is increasingly stable and improved; thereby attracting many domestic and foreign enterprises interested in investing in industrial zones in the area.

Promoting potentials and advantages, to soon turn Ninh Binh into a province with modern industry and developed services, the province continues to develop industrial zones in a modern, sustainable direction, harmonizing economic growth and environmental protection, in accordance with national and international standards, prioritizing high-tech industries and industries with high added value; focusing on building and developing Ninh Co Economic Zone to create a new driving force to boost growth. Promote inter-sectoral and inter-regional investment promotion activities, combined with trade and tourism promotion.

At the same time, call on domestic and foreign investors to invest in the province through investment promotion programs organized by the province and consulting organizations, associations, domestic and foreign units. Proactively approach and introduce direct investment cooperation opportunities with partners; strengthen online investment promotion channels and apply digital technology (digital exhibitions, online data, electronic information portals on investment promotion, communication applying artificial intelligence... in searching and selecting partners); strengthen on-site investment promotion; maintain regular dialogue with investors to promptly detect and handle difficulties and obstacles, ensuring effective project operation.
