On the morning of October 1, at Thanh Sen ward, the Ha Tinh Provincial Party Committee solemnly opened the 20th Congress of Delegates for the 2025-2030 term. Speaking at the opening of the congress, comrade Vo Trong Hai, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ha Tinh province affirmed: During the past term, Ha Tinh had both advantages and had to face numerous difficulties and challenges, especially the complicated fluctuations of the world situation and the severe and prolonged impact of the Covid-19 pandemic. However, with resilience, solidarity and aspiration to rise up, the Party Committee, government, army and people in the province have made great efforts, turning challenges into motivation, successfully controlling and containing the epidemic, while focusing on recovering and promoting socio-economic development.

The province not only successfully completed the Resolution of the 19th Party Congress but also proactively and resolutely effectively implemented the major, breakthrough policies of the Central Government on streamlining the organizational apparatus, rearranging administrative units, and building a two-level local government model; thereby arousing a widespread revolutionary movement, creating quite comprehensive achievements, leaving many outstanding marks.

Presenting the political report at the congress, comrade Nguyen Duy Lam, Secretary of the Ha Tinh Provincial Party Committee, emphasized: With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress has the task of summarizing and evaluating the results achieved in the 2020-2025 term and determining the directions, goals and tasks for the 2025-2030 period. With breakthrough strategic orientations, high determination and great efforts, the Congress demonstrates the will and aspiration to build Ha Tinh province to become more and more prosperous, civilized, and firmly step forward with the whole country into a new era - the era of development, integration and prosperity of the Vietnamese people.

Inheriting and promoting the achieved results, Ha Tinh province persistently implements the goal of building a clean and strong Party and political system; developing industry, agriculture and services; synchronous and gradually modernized infrastructure system; proactively adapting to climate change, protecting the environment; promoting cultural values, people and high-quality human resources; promoting digital transformation, expanding foreign relations, strengthening national defense and security; constantly improving the material and spiritual life and health of the people.

From a province with a low starting point, the socio-economy has made remarkable progress, the economic structure has shifted positively; the material and spiritual life of the people has been significantly improved. On behalf of the Party and State leaders, comrade Tran Cam Tu congratulated and commended the efforts and comprehensive results that the Party Committee, government, armed forces and people of Ha Tinh have achieved in the past term.

Identifying the building and rectification of the Party and a clean and strong political system is the key task, deciding the success of development goals.

Analyzing the limitations and shortcomings in the implementation of tasks in the past term, the Standing member of the Secretariat suggested that the congress focus on thorough and in-depth discussions, analyze more clearly the causes and responsibilities, especially subjective causes, and propose timely and effective solutions and measures to overcome them in the coming term.

Regarding some key tasks in the coming time, comrade Tran Cam Tu suggested that the Ha Tinh Provincial Party Committee continue to identify building and rectifying the Party and a clean and strong political system as the key task, deciding the success of the development goal. Building an honest government apparatus that operates effectively, efficiently and effectively, meeting the requirements of the two-level local government model.

Focus on leading rapid and sustainable economic development, considering this as the central task. Closely follow, promptly and fully update, seriously and effectively implement major policies, decisions, and Resolutions of the Central Committee, the Politburo, the Secretariat, especially Resolution 26 of the Politburo on "Socio-economic development, ensuring national defense and security in the North Central and Central Coast regions to 2030, vision 2045", important resolutions of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; private economic development; international economic integration in the new situation; innovation in law-making and enforcement; breakthroughs in education and training development and strengthening protection and health care for the people.

Along with that, Ha Tinh needs to focus on comprehensively developing culture and society, improving the quality of human resources, taking care of people's lives, economic development must go hand in hand with cultural development, taking care of social security. Regularly consolidate, strengthen, and ensure local military and defense tasks; maintain political security, order, and social safety...

"After the congress, the immediate task is to promptly put the Congress Resolution into practice. The congress is truly successful when the goals and criteria set out are successfully implemented, and the material and spiritual life of the people is improved," comrade Tran Cam Tu emphasized.

In the 2020-2025 period, Ha Tinh's economic growth rate reached an average of 6.4% per year; the economic scale increased 1.5 times compared to the beginning of the term, reaching 126,000 billion VND; the economic structure shifted in the right direction, the proportion of agriculture was 13.6%, industry-construction 40.6%, services 45.8%; GRDP per capita reached 94 million VND. Budget revenue in the 2021-2025 period is estimated at 88,500 billion VND, an increase of 1.6 times compared to the 2016-2020 period, increasing the proportion of domestic revenue. Total implemented social investment capital reached 233,488 billion VND, an increase of 47% compared to the 2016-2020 period.
