Dong Nai ensures safe operation of reservoirs, responds to flood situation

To proactively prevent and minimize damage caused by extreme weather, the People's Committee of Dong Nai province has just issued an official dispatch requesting units and localities to proactively respond to situations and incidents that may occur during the rainy and flood season and safely operate hydroelectric and irrigation reservoirs in the province according to the inter-reservoir operation process.

Accordingly, the Chairman of the Dong Nai Provincial People's Committee requested the Department of Agriculture and Environment to proactively coordinate with relevant units and localities to develop a plan to inspect hydropower plants in implementing the inter-reservoir operation process during the flood season according to the regulations of the process; at the same time, review plans and plans to respond to natural disasters, plans to respond to emergency situations, especially scenarios when there is heavy rain and extreme weather.

Requires hydropower reservoir operators including Tri An, Thac Mo, Can Don, Srokphumieng, Phu Tan 2 Hydropower Plants to strictly implement regulations on inter-reservoir operations in the Dong Nai River basin; strengthen monitoring, update hydrometeorological observations and apply advanced technologies to support reservoir regulation, ensure safety of works and downstream areas of dams; update reservoir operation information on the website as prescribed.

At the same time, review and develop plans to ensure safety for the headworks and flood prevention for the downstream area of ​​the reservoir; review and complete plans and plans to respond to natural disasters, plans to respond to emergency situations in accordance with the actual conditions of the works and the downstream area of ​​the dam; at the same time, regularly organize inspections of the works even when there is no rain or flood; coordinate with local authorities in propaganda, information and warning work when the hydropower works discharge flood to minimize damage to people and property; organize 24/7 on-duty to promptly detect and handle risks of construction incidents.

Dong Nai Provincial People's Committee also requested the units managing, exploiting and operating dams and irrigation reservoirs in the province to be responsible for organizing the operation of the works according to the consensus and recommendations of the Advisory Council for the assessment of dam and reservoir safety in Dong Nai province; proactively report and promptly propose handling of the requirements on dam and reservoir safety management to the Department of Agriculture and Environment, which is the standing agency of the Advisory Council for the assessment of dam and reservoir safety in Dong Nai province, the standing agency of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Dong Nai province and the People's Committees of wards and communes with irrigation reservoirs for synthesis and handling.

In addition to 5 hydroelectric reservoirs, Dong Nai currently has 71 irrigation reservoirs.

Tri An Hydroelectric Reservoir is the largest reservoir in the South with a capacity of over 2.7 billion m3 of water. In addition to its function of storing water for electricity production, Tri An Reservoir also plays a role in flood regulation, saltwater intrusion prevention, and providing an important water source for downstream areas.

On September 17, the upstream water flow to Tri An Lake was about 900 m3/s, the discharge flow was more than 770 m3/s. The lake water level is currently 59.2 m/design elevation 62 m.
