On the afternoon of October 24, Dong Nai province held a workshop to find a model for building the Dong Nai province's political -administrative center.

Bien Hoa 1 Industrial Park will be the new administrative center of Dong Nai.

Previously, in February 2024, the People's Committee of Dong Nai province issued a decision approving the Project to Convert Bien Hoa 1 Industrial Park into an Urban, Commercial and Service Area. In which, there are two investment projects including the Dong Nai Provincial Political - Administrative Center area (area of ​​about 44 hectares) and Bien Hoa 1 Urban - Service Area (area of ​​more than 283 hectares).

At the workshop, five consulting units from Germany, Japan, China, Singapore and Vietnam presented the idea of ​​building the Dong Nai Provincial Political-Administrative Center based on experiences implemented domestically and internationally .

According to Architect Khuong Van Muoi, former Vice President of the Vietnam Association of Architects, Dong Nai province needs to build a political/administrative center, but needs to pay attention to the surrounding area to stimulate the urban development of Bien Hoa.

In addition, attention should be paid to urban development along the Dong Nai River to attract investors. In particular, architecture needs to be green and net zero to adapt to climate change.

Architect Nguyen Van Tat, Vice President of the Vietnam Association of Architects, said that we must question the connectivity and openness of an administrative center's space. According to Mr. Tat, we should not let the issues of utility and efficiency float in the design of an administrative center.

Mr. Tat believes that the concept of centralized administrative area should be replaced by the concept of administrative urban area. It is necessary to combine many types of constructions and other functions in it, including the appearance of high-class residential areas.

The consulting unit proposed a plan to build an administrative center.

Dong Nai Provincial Party Secretary Nguyen Hong Linh said that combining service functions and commercial tourism is the right policy.

However, it is necessary to calculate the administrative area but at night it is still bustling, people can come to the park to have fun. There are commercial, tourist, service areas, green parks to create closeness with the people.

The Secretary of Dong Nai Provincial Party Committee also asked the consulting units to discuss further on the appropriate scale of the Provincial Political-Administrative Center, not wasteful, but not too narrow.

The province currently does not have a square of a size that can host festivals and major events.

The new administrative center of Dong Nai will be near National Highway 51 and National Highway 1 near Dong Nai River.

Therefore, it is necessary to determine the scale of the Provincial Political - Administrative Center to be commensurate with the scale, associated with a large-scale square that can organize large festivals, and arrange conference - exhibition centers at the provincial and regional levels.

The provincial political and administrative center must be connected to rivers, develop river economy, night economy, combine service-tourism-commercial functions of the 325ha area and surrounding areas such as Tan Van islet urban area, Hiep Hoa urban area to create a vibrant area.

The model must also study and solve the problem of connection by many methods, including road - waterway - river bridge - underground space. Connecting with the existing Bien Hoa urban area, Long Thanh airport and Bien Hoa airport.

According to calculations, the infrastructure project of the Provincial Political-Administrative Center can start construction in the third quarter of 2027, the construction time is about more than 1 year and is expected to be completed, accepted and put into use around the fourth quarter of 2028.

It is expected that the main administrative/political tower block will start construction in the fourth quarter of 2027 and be completed and put into use around the first quarter of 2030.
