Efforts to clear the route
The project to renovate and upgrade National Highway 14E (section km15+270 - km89+700, Da Nang city) has a total route length of 71.38km through the area of 3 old districts including Thang Binh, Hiep Duc and Phuoc Son.
Up to now, localities have handed over 69km of land (reaching 96.6%) to investors and construction units. Of which, the length through the new communes of Phuoc Tra, Phuoc Hiep and Kham Duc (section from km53+155 - km89+700) has completed handover of land.
The representative of the project management unit, Project Management Board 4 (under the Vietnam Road Administration - the investor), said that the project is divided into 3 construction packages: XD01 constructs the section from km15+270 to km40+000; XD02 constructs the section from km40+000 to km71+500 and XD03 constructs the section from km71+500 to km89+700.
At the construction site of the XD03 package, the joint venture contractor has paved the first layer of asphalt concrete for 7.5km. In addition, the 4km length of the road surface, which has completed the final crushed stone layer, is waiting for favorable weather to be paved with asphalt concrete. Except for Dak Mi 1 bridge, the remaining bridges have completed reinforcement and expansion and are preparing to be paved with asphalt concrete with a total length of about 0.7km.
Engineer Nguyen Cong Quy, Deputy Executive Director of Package XD03 (Project Management Board 4) shared that Dak Mi 1 bridge at km85+400 had to be rebuilt due to an incident caused by a very large orphaned rock block on the positive slope rolling down, causing the bridge deck to shift after local heavy rains in November 2024.
“This package has 4 locations that need to be broken to improve the verticality of the curved radius with a total length of more than 1km. But instead of blasting, 2 locations must use chisels because there is a 110kV power line above; and 1 other location must be chiseled manually because it is within the protection range of the hydroelectric dam,” said engineer Quy.
According to engineer Pham Vu Dung, Deputy Executive Director of the XD02 package, many sections have been paved with the first layer of asphalt concrete, and are preparing to pave the second layer of asphalt concrete. In any location where the last crushed stone mix was damaged by rain, the unit directed the contractor to repair it to ensure technical aspects, and wait for favorable weather to pave the first layer of asphalt concrete.
The remaining construction work mainly goes through the old Tan Binh town (new Hiep Duc commune), other locations basically ensure progress. Due to the frequent rain in the project area, the work of filling the foundation and paving the asphalt concrete is delayed, the contractor mainly chisels the rocks (straightening section), pours cement concrete, installs drainage ditches...
Finish the unfinished business
Engineer Quy said that the investor representative directed the contractor to complete the unfinished construction. With the XD03 package, the contractor has prepared favorable weather conditions to take advantage of the asphalt concrete pavement for a nearly 2.7km long section; this September, they will try to finish digging the roadbed rock to improve the longitudinal plane of the curve radius. In October, the section with high embankment will have soft guardrails installed.
In a recent report to the Vietnam Road Administration, Project Management Board 4 said that the consortium of packages XD01 and XD02 have not met the approved plan (machinery, equipment, personnel); package XD03 has basically mobilized all necessary resources.
Noted in the XD01 package consortium, the first section of the route undertaken by Dong Thuan Ha Company Limited is a bright spot, as this contractor has completed more than 73.55% of the total construction value according to the contract. Wherever there is space, the company mobilizes machinery, equipment and human resources, working on holidays and weekends to complete the project.
At the construction site, engineer Hoang Dinh Dung, a consultant supervising the construction package XD02 (Thang Long Construction Quality Supervision Consulting Joint Stock Company), shared that during the construction process, the joint venture contractor encountered many difficulties. In particular, this year's weather was mainly sunny in July, while the remaining months often rained, affecting the excavation and embankment of foundations, roadbeds, asphalt concrete pavements, etc. The high price of construction materials and their scarcity affected the construction progress. Some locations had to change the design according to the actual situation.
According to engineer Dung, the rainy season has arrived, the investor representative requested the contractor to carry out the construction neatly, section by section, not leaving it unfinished, affecting the quality and technical standards. Focus on ensuring traffic safety in the actual construction of National Highway 14E, which is both in operation and under construction.
The investor representative added that the unit has requested the contractor consortium to prioritize the completion of crushed stone and then asphalt concrete. To compensate for the delayed volume, the contractor urgently mobilized more machinery, labor, and materials to work as soon as the weather was favorable.
Project Management Board 4 said that as of the beginning of this week, the construction and installation value under the contract of the National Highway 14E Renovation and Upgrade Project reached 837.79/1,256.14 billion VND (66.96%). Regarding the disbursement of the entire project, the accumulated disbursed capital is 1,176.520/1,665 billion VND (site clearance accounts for 233.55 billion VND; construction and installation 878.427 billion VND; consulting, project management and related costs 64.543 billion VND).
