How is the Quang Tri Airport project being constructed?

Quang Tri Airport Project is constructing the parking lot and material curb, continuing to implement site clearance for the remaining 25.73 hectares, including 6.74 hectares of the project core area.

Cleared more than 239.6 hectares of land

On January 15, Mr. Nguyen Long Hai - Secretary of Quang Tri Provincial Party Committee conducted a field survey of Quang Tri Airport project and worked with the Standing Committee of Gio Linh District Party Committee to listen to reports on socio-economic development, national defense and security, Party building work, political system in 2024, and key tasks in 2025.

Regarding the site clearance work of Quang Tri Airport project - part of component project 1, according to Gio Linh district's report, to date, the site clearance of more than 239.6 hectares (core area of ​​more than 128.8 hectares) has been completed on a total area of ​​265.37 hectares; 140.5 hectares of cleared land has been handed over to the investor.

For the remaining 25.73 hectares that have not been cleared, the District People's Committee has basically completed the assignment of ownership and pricing; at the same time, actively propagandized and mobilized affected households to agree to relocate tombs and temporary residence before completing the resettlement areas and cemeteries.

Quang Tri Provincial People's Committee also directed Gio Linh District People's Committee to develop a specific implementation plan for each work item to soon complete site clearance, in which priority is given to site clearance for 6.74 hectares of core area to hand over to investors in February 2025.

Regarding component project 2 - Airport construction, with a total investment of VND 5,821 billion, the contractor is currently implementing the construction of the parking lot and material curb; other items are being submitted for technical design appraisal.

Early completion of resettlement projects

Notably, the Quang Tri Airport project has 35 affected households subject to resettlement; 97 mausoleums and 640 graves must be relocated. The resettlement areas and cemeteries serving the site clearance have not yet been implemented, and the economic and technical reports are currently being adjusted.

The locality has mobilized 3 households to temporarily relocate within the runway area to hand over to the project enterprise for construction, and at the same time mobilized people to relocate about 50% of the above tombs.

At the working session, leaders of the People's Committee of Quang Tri province and Gio Linh district raised a number of difficulties and problems in the project site clearance process.

In particular, the progress of land acquisition and clearance depends on the completion time of resettlement areas for households and cemeteries to relocate affected tombs. However, currently the resettlement areas and cemeteries have not been completed, and the affected cases do not agree to relocate and hand over the site.

Meanwhile, the procedures for constructing cemeteries and housing resettlement areas take a lot of time; according to new regulations, the time to publicize compensation, support and resettlement plans is 30 days, which significantly affects the progress of site clearance.

Regarding the Quang Tri Airport project, the Secretary of the Quang Tri Provincial Party Committee requested Gio Linh district to focus on accelerating the clearance of the remaining area and determine specific completion timelines. Speed ​​up the completion of resettlement projects; have a plan for temporary residence to ensure the progress of clearance and handover of clean land to investors.

The Prime Minister has approved the investment policy for the construction of Quang Tri Airport under the public-private partnership (PPP) method and the People's Committee of Quang Tri province has approved the feasibility study report.

The project aims to meet the increasing demand for air transport, contributing to promoting political, economic and social development; at the same time ensuring high mobility in defense as well as in rescue work; ensuring national defense and security of the Central region in general and Quang Tri province in particular; in line with the planning and orientation of transport development.

The project is implemented in Gio Quang, Gio Hai and Gio Mai communes of Gio Linh district with a scale of more than 265 hectares, a total investment of more than VND 5,800 billion; built to meet the standards of a level 4C airport (according to the classification of the International Civil Aviation Organization - ICAO); capable of developing for code E aircraft operations; allowing the operation of irregular international flights according to the planning in Decision 648 dated June 7, 2023 of the Prime Minister (when needed) and a level II military airport, meeting the needs of operating up to 5 million passengers/year and 25,500 tons of cargo/year.

The project implementation period is 50 years, of which the project preparation and construction investment period is 24 months; the operation and toll collection period is more than 47 years and 2 months.

Quang Tri Airport construction investment project includes component project 1 (Site clearance and construction of State agencies at the airport) implemented in the form of public investment, and component project 2 (Airport construction) implemented in the form of public-private partnership (PPP), Build - Operate - Transfer (BOT) contract.

The Quang Tri Airport Site Clearance Project (Phase 1) had its feasibility study report approved by the Quang Tri Provincial People's Committee in December 2023.

Accordingly, the total area of ​​the project in Gio Quang, Gio Mai and Gio Hai communes of Gio Linh district is more than 265.3 hectares, of which the common land is more than 177.6 hectares, the civil airport land is more than 87.7 hectares (the military land area of ​​51.2 hectares has not been implemented yet). The total investment is more than 233.1 billion VND, with Gio Linh district People's Committee as the investor.

Component project 2 - Airport construction under the Quang Tri Airport construction investment project was held by the consortium of T&T Transport Infrastructure Investment and Development Company Limited - CIENCO4 Group Joint Stock Company in coordination with the People's Committee of Quang Tri province on July 6, 2024.
