On September 29, 2025, the Opening Ceremony of the World Conference on Cultural Policy and Sustainable Development (MONDIACULT 2025) took place solemnly at the Barcelona International Convention Center, Spain.

Attending the Opening Ceremony were Prime Minister of Spain Pedro Sanchez; Assistant Director General of UNESCO for Culture Ernesto Renato Ottone; Spanish Minister of Foreign Affairs Jose Manuel Albares Bueno; Spanish Minister of Culture Ernest Urtasun; President of the Catalan region Salvador Illa; Ministers/Heads of Delegations from 165 countries, representatives of intergovernmental organizations, universities, research institutes, youth professional organizations, cultural experts and partners from the private sector...

On the Vietnamese side, Minister of Culture, Sports and Tourism Nguyen Van Hung was the Head of the delegation attending the Conference. Also attending were Ms. Nguyen Phuong Hoa - Director of the Department of International Cooperation; Ms. Nguyen Thi Thu Phuong - Director of the Vietnam Institute of Culture, Arts, Sports and Tourism; Ms. Nguyen Thi Van Anh - Ambassador, Head of the Permanent Delegation of Vietnam to UNESCO (Ministry of Foreign Affairs).

Spanish Prime Minister Pedro Sanchez speaks at the opening ceremony of the Conference

Speaking at the Opening Ceremony, Spanish Prime Minister Pedro Sanchez emphasized the strategic importance and pivotal role of culture in global sustainable development, in which culture has been, is and will participate in solving many global difficulties and challenges such as climate change, war, conflict, and is a bridge to bring dialogue, peace and friendship between countries and peoples. Culture, with the active and effective support of Artificial Intelligence (AI) and current scientific and technological advances, will create conditions for humanity to continue to expect and dream towards higher development goals, contributing to the realization of global efforts towards ensuring human dignity, freedom of creativity, freedom of expression, promoting cultural and human values, becoming valuable assets for future generations.

Sharing the speech of Spanish Prime Minister Pedro Sanchez, on behalf of UNESCO Director-General, UNESCO Assistant Director-General for Culture Ernesto Renato Ottone affirmed that MONDACULT 2025 is one of the most important forums in the world on culture, affirming that culture directly contributes to the process of healing the wounds of war and conflict in the world, protecting, preserving and promoting precious spiritual assets and cultural heritages of humanity for future generations. Cultural rights need to be further affirmed, included in global development policies with an important role as basic human rights.

With the central message: "There is no future without culture" , the Ministers/Heads of Delegation unanimously affirmed that culture is a fundamental human right, a global public good and an indispensable pillar for building a just, peaceful, inclusive and sustainable society. In particular, the Ministers of Culture called for making culture a stand-alone goal in the United Nations development framework after 2030, instead of just an integrated factor as before.

At the same time, the Ministers/Heads of Delegation reaffirmed their commitment to strengthening multilateralism, mobilizing policies, resources and cooperation mechanisms to make culture a pillar of international cooperation and sustainable development in the new era.

In particular, in his speech, Spanish Minister of Culture Ernest Urtasun expressed his support for the Palestinian government and people who have overcome many difficulties and dangers caused by the conflict in the region to attend the MONDIACULT 2025 Conference, as well as in the process of preserving and protecting the cultural heritage and cultural values ​​of the nation during this difficult period. The entire Conference gave a 1-minute long applause in response, expressing strong support for Palestine.

The conference identified six key areas for global cultural policy in the coming period (cultural rights; culture and digital transformation; culture and education; cultural economy; culture and climate action; culture, heritage and crisis) and two new focus areas added compared to MONDACULT 2022 (culture and peace, culture and artificial intelligence), and emphasized the development of a global cultural index framework to accurately measure the contribution of culture to development. This is considered an institutional step forward, linking culture directly to global security, technology and data issues.

The opening plenary session took place solemnly with the speech of Mr. Ernesto Ottone R., Assistant Director-General of UNESCO in charge of Culture. The Conference adopted the working regulations, elected the President, Vice-Presidents and Rapporteurs, and approved the official agenda. In the following days, within the framework of the Conference, thematic discussions and official events will be continuously held, in which Ministers and cultural leaders from member countries will promote discussions, exchanges, and identify solutions to affirm and strongly promote the central role of culture in sustainable development, and at the same time, set out strategic directions for the global agenda for sustainable development after 2030.

Within the framework of the Conference, Minister Nguyen Van Hung participated in speaking at the Ministerial discussion session co-organized by UNESCO and the EU titled "Culture - a catalyst for sustainable development: Promoting practice-based policies throughout the policy cycle" on the afternoon of September 29 and at the Cultural Economy discussion session on the afternoon of October 1.

On the afternoon of September 29, Dr. Nguyen Phuong Hoa, Director of the Department of International Cooperation, represented Vietnam at a discussion organized by the International Federation of Arts Councils and Cultural Agencies (IFACCA) in collaboration with the Spanish Ministry of Culture, entitled "Sustainable Paths to the Future of Culture and Arts: Dialogue with Public Agencies".
